Removed dependecy and PCD2 message type and the message also.

Refactored/modified the map_server library to work as a template for picking the right io for saver and server, added support for 3d PointCloud maps

Updaed system_tests package for new nav2_map_server

code divergence from style fixed

removed boost dependency
