as can be seen, the release branches for cob_monitoring for debian:buster are now available in the release repository:
https://github.com/ipa320/cob_command_tools-release/branches/all?query=debian%2Fnoetic%2Fbuster%2Fcob_monitoring

thus, the buildfarm no longer needs to blacklist cob_monitoring anymore
reverting #187 should do that, right?
