This temporarily pins our UCX upper bound to <1.22, partly reverting rapidsai#778. We're working around / avoiding a segmentation fault in libcudf-streaming tests that appears to be caused by code added in UCX 1.22. See rapidsai#783 for more.

This adjusts our UCX pinning to exclude
ucx==1.22.0. That release includes an issue that occasionally causes a segfault in some rapidsmpf and cudf tests. The issue is fixed in ucx main by openucx/ucx#11922.Closes #783
