This temporarily pins our UCX upper bound to <1.22, partly reverting rapidsai#778. We're working around / avoiding a segmentation fault in libcudf-streaming tests that appears to be caused by code added in UCX 1.22. See rapidsai#783 for more.

Update pin to support up to UCX v1.22, and simultaneously increasing the minimum version to 1.20.
