Updates the default build stack for rapids conda environment to 9.3.0 to match the new version in conda-forge

  • Update gpuCI jobs to use the new axis config parameter BUILD_STACK_VER

FYI @kkraus14 this should build you docker images with gcc/gxx 9 for the rapids conda env - we will need to use these images in local docker tests which will be posted to Docker Hub under these repos:

  • gpucitesting/rapidsai-pr153 - for use with nvidia-docker and for GPU testing
  • gpucitesting/rapidsai-driver-pr153 - for use with CPU only conda builds

Waiting on build from changes in rapidsai/integration#202 to finish and then will merge this PR
