Approving assuming Peter gives his blessing, I know there's been some additional discussion on the suitable way for handling the cudf and dask[dataframe] dependencies between here and rapids-dask-dependency.

#1536 temporarily removed the
cudftest-time dependency here, because there weren't yet CUDA 13cudfpackages.Those now exist (rapidsai/cudf#19768), so this restores that dependency.
