Reverts #21607
#21607 was merged, but it was missed that some Python related jobs were erroneously skipped which didn't fully exercise the extent of this version bump.
Now that #21540 will allow us to reliably run Python jobs on all PRs, I will redo this version bump in a follow up PR.
