Description
To help assist with minimum version testing with pandas 3, this PR bumps our NumPy dependency from 1.23 to 1.26 as pandas 3's minimum numpy version was also bumped to 1.26.
This version has been out for ~2 years now and does not exceed the minimum version of common cloud provider Python environments.
