This PR replaces custom CUDA bindings that are provided by RMM, with official CUDA Python bindings. This PR should be merged after the RMM PR rapidsai/rmm#930

I grepped the code base and couldn't find any other uses of these APIs. We'll also need to update conda environments, conda recipes, and docker/package_versions.sh (optional). Since we don't put dependencies in our setup.[py|cfg] scripts I don't think we need to touch those.

Still curious about docker/package_version.sh, can someone in @rapidsai/ops-codeowners confirm whether that needs an update as well?

Let's remove the outdated shim for CUDA 10 support. Also please fix the errant tab on line 81 (Maxwell ... 5.x) to spaces.
