Try pinning `mamba <= 2.3.2` to see if that resolves the timeouts we've been seeing.

Approving to unblock CI
Separately we should figure out how OpenSSL 3.5.3+ is causing this issue, but let's merge this in the interim

I do not know why this fixes the mamba hangs we're seeing in CI, but it does.
