Summary
Follow-up on #833 which removed the duplicate implementation of some multi-controlled gates, that have been moved to Terra. This PR now also removes the tests, which have been integrated in Terra, see Qiskit/qiskit#3714.
Also the moving of the gates in mentioned in the changelog.
