Add a small module which connects pigweed logs to CHIP logging.
Adds support for C++14 KVS.
Use the pigweed KVS to implement persitent storage on the EFR32 platform. Only gets included when the application defined the KVS macros.
Add an example app which tests the KVS api.

* Added TC_DEM_2_1.py - see #4483 in chip-test-plans * Added wait_for_user_input() for questions to the user to check the correct values are stored in the appliance. * Updated test steps to read the FeatureMap and try to align to the code below more closely. Improved / corrected power adjustment checking. * Fixed TC_DEM_2.1 power adjustment verification steps. * Align test steps to proposed changed words in test plan * Added --PICS to include the CI flag

A duplicate of #4367 with additional commits that automatically address
incorrect style, created by Restyled.
Since the original Pull Request was opened as a fork in a contributor's
repository, we are unable to create a Pull Request branching from it with only
the style fixes.
