Remove Obsolete TODOs in the AddTrustedRootCertificate and AddNOC Commands

Problem

Recently the spec was updated not to allow separate provisioning of Root and NOC certificates.
In the current implementation AddTrustedRootCertificate and AddNOC commands can only be invoked one after another.
The check for fabric collision will be performed after AddNOC command.
