Based on top of #1029
This enables buffered export of the validator set to the Relay Chain to handle block time changes from elastic scaling in KAH more gracefully. Without this, era lengths can shrink when multiple cores are used.
See paritytech/polkadot-sdk#10142.
This is the only relevant change in this PR: de4c664 in addition to #1029 changes.
