Do not silently start an option-free run before the catalog is ready.

catalogModels starts empty, and the managed provider forks its initial refresh instead of awaiting it. The existing test reaches ensureThread and startTurn while that refresh is pending, but its explicit "1m" option hides the empty-catalog case. With no explicit options, cursorSdkModelSelection(..., []) omits params, so agent.create can lack required catalog parameters.

startTurn resolves the model again before run.start, so a refresh between agent.create and run.start can repair the first run. The unrepairable case occurs only when the catalog is still empty at run.start. Gate the first agent/run on catalog readiness or return a retryable error, and add an option-free pre-refresh case that checks both agent.create and run.start.

Not changing this here. A run sent before the first catalog load goes out exactly as it does on main today, so this PR doesn't regress it: it fixes every run after the catalog is loaded, which is the reported case (a new chat, sent long after startup). The catalog loads on the provider's first check at startup, and a later refresh that fails keeps the last catalog (driver.test.ts, retainedDefault). Holding runs until that check finishes, or failing them with a retryable error, would add a readiness gate to every Cursor turn for a window of a few seconds. That's a separate change if it shows up in practice.
