fix(codex): restore reasoning options for catalog-only models - #27910
Managed ChatGPT catalog models that the bundled Codex CLI does not list receive capabilities: null, so GPT-6.1 Sol and Terra appear in the picker without a Reasoning control. Fixes#26707.
For catalog-only models, borrow capabilities from the first native model with the same final slug suffix and non-null capabilities, falling back to the first native model with capabilities. This follows the existing borrowing precedent in appendCustomCodexModels. Exact native matches keep their metadata, including null capabilities; catalog names, order, visibility and account entitlements stay authoritative. The change is limited to CodexChatGptModels.ts and its existing test file.
This qualifies for CONTRIBUTING.md's small, focused fix for an obvious bug exception: it restores an existing control lost during the account-catalog overlay, without adding settings, changing contracts, or touching other providers.
Evidence collected on macOS against upstream be5a887b939d:
Probed ~/.t3/tools/codex/0.156.1/bin/codex app-server, initialized with client name T3 Code, then called model/list. It returned Astra/Sol/Luna 6, Sol/Terra/Luna 5.6 and GPT-5.5, but neither 6.1 model. Native Sol and Terra advertised low, medium, high, xhigh, max, ultra. Luna advertised through max.
Read only the relevant model fields from the local T3 provider cache: both 6.1 entries had null capabilities; native Sol had a reasoning descriptor. The desktop-written ~/.codex/models_cache.json listed both 6.1 models with low through ultra reasoning levels.
Traced the exact-slug lookup in chatGptModels and the managed-provider mapping, which preserves null capabilities rather than supplying a descriptor.
Verification:
vp test run apps/server/src/provider/CodexChatGptModels.test.ts before the implementation change: 2 failed, 1 passed. Both failures received null instead of the expected borrowed capabilities.
vp test run apps/server/src/provider/CodexChatGptModels.test.ts after the fix: 3 passed. Coverage includes same-suffix Sol reasoning metadata, Terra's fallback when no native Terra exists, skipping a null-capability fallback candidate, exact-native precedence, and no available capabilities.
vp run check:changed: passed all seven steps: format, lint, both knip passes, GraphQL generation check, typechecks for 3 affected packages, and 4 tests across 2 files. No repo-wide checks were run.
git diff --check: passed.
Limitations: a direct authenticated /v1/models request returned HTTP 403, so catalog evidence comes from the local provider cache rather than a freshly captured account response. No patched desktop/UI session or paid inference was run. Borrowing is a heuristic: future models can differ in supported options or defaults even when their suffix matches, and the generic fallback can borrow across variants. Native metadata takes precedence once the CLI lists the model.
Related open alternatives: #27790 and #26733 use reasoning metadata from the account catalog. This PR implements the smaller native-capability borrowing approach requested for this fix.
Implemented by GPT-6 Astra (gpt-6-astra, medium reasoning) in the Codex harness, running in T3 Code.
Macroscope's review found this PR requires human approval — The change restores reasoning controls by borrowing native model capabilities, including their default reasoning and service-tier values. A human needs to confirm that assigning those defaults to catalog-only models, especially across variants, is intended.

Walkthrough
Catalog models now use capabilities from an exact native match, or fall back to a same-variant native model and then the first native model with capabilities. If no native model has capabilities, the catalog model receives null. Tests cover exact matches and fallback behavior.
The mapping uses capabilities from an exact native match. Without an exact match, it selects the first capabilities-bearing native model with a matching slug suffix, then the first capabilities-bearing native model, or null. Tests cover exact matches, fallback selection, and missing capabilities.
pingdotgg/t3code#27790: Both changes modify Codex catalog capability discovery in CodexChatGptModels.ts.
pingdotgg/t3code#26733: Both changes select or map capabilities for catalog models that are absent from the native CLI catalog.
pingdotgg/t3code#27891: This PR changes capabilities for catalog-only models, which can affect the reasoning-control labels that this PR updates.

Explanation
Issue #26707 requires reasoning options for models that support configurable reasoning. chatGptModels now gives catalog-only gpt-6.1-sol the capabilities from native gpt-6-sol by final slug suffix. Exact native metadata remains authoritative, including null. The added test covers Sol borrowing, fallback behavior, null candidates, exact matches, and unavailable capabilities. The change does not claim that Sol supports every Astra option.
Full details: Out of Scope Changes check
Explanation
The diff changes only CodexChatGptModels.ts and its existing test file. The implementation fixes the catalog capability merge that causes the reported control loss. The added Terra and fallback cases test the same generic behavior and do not introduce an unrelated provider or contract change.

Exclude custom models from native capability searches.
draft.models can include configured custom models before chatGptModels runs. If native discovery omits a catalog slug that matches a custom model, the exact-match search can use that custom entry's capabilities. The suffix and fallback searches can also select explicit capabilities from a custom entry. Filter out entries with isCustom === true when selecting native capabilities.

Do not use a donor’s model-specific reasoning default.
chatGptModels copies the donor’s capability descriptor unchanged. CodexManagedProvider only removes serviceTier, so the borrowed reasoning currentValue reaches the shared model-selection code. That code uses currentValue before isDefault, so a catalog-only model can start with another model’s reasoning effort.
The repository does not establish Terra’s actual default or Astra’s "medium" in this path. Use Terra-specific metadata. Otherwise, remove the borrowed reasoning descriptor’s currentValue and isDefault markers so no donor default is selected.
