fix(server): managed ChatGPT models newer than Codex CLI show reasoning effort - #26733
On a managed ChatGPT provider, models the ChatGPT catalog lists but the managed Codex CLI's native catalog doesn't know yet (gpt-6.1-sol, gpt-6.1-terra) get capabilities: null, so the reasoning-effort selector is missing. Models the CLI knows, like gpt-6-astra, still show it. Fixes#26707.
Change
chatGptModels already falls back to the native catalog's capabilities. Now it also decodes the default_reasoning_level and supported_reasoning_levels that the /v1/models response advertises, and when there are no native capabilities it maps those through the existing mapCodexModelCapabilities. Native capabilities still take precedence. Both fields are optional, and entries with an empty effort are dropped, so a model with missing or partial metadata keeps null capabilities and doesn't break the whole catalog. mapCodexModelCapabilities now accepts any model with the three reasoning fields instead of requiring a full app-server model.
Scope and approval
This is a small, focused fix for an obvious bug, reported in #26707: built-in models that are listed and usable lose a control that the same provider shows for other models. It changes no product behavior beyond restoring that control.
Verification
I extended the existing CodexChatGptModels.test.ts case. On main it fails with expected null to deeply equal { optionDescriptors: [...] }, and with this change it passes. The case covers advertised levels (including a non-standard ultra and a malformed empty effort), the advertised default, native capabilities winning over catalog metadata, and a model with no metadata staying null.
vp test run src/provider/CodexChatGptModels.test.ts src/provider/CodexProvider.test.ts: 7 passed.
vp run typecheck (apps/server), vp fmt --check, lint and knip: pass.
An equivalent patch to the built server bundle restored all six effort options for gpt-6.1-sol against a hand-written catalog fixture. I could not run a live check against the real /v1/models response from this PR checkout.

…ng effort
Models listed by the ChatGPT catalog but absent from the managed Codex CLI's
native catalog (e.g. gpt-6.1-sol) got null capabilities, hiding the
reasoning-effort selector. Map the catalog's advertised reasoning levels
when native capabilities are missing.

Macroscope's review found this PR requires human approval — Catalog-only ChatGPT models now expose reasoning options and a default selection, while native capabilities retain precedence. The newly exposed default reasoning selections require human confirmation.

The Codex provider now derives reasoning options from model-catalog metadata when native capabilities are absent. The provider’s mapping function accepts the fields required for capability mapping without requiring a complete model object.
The catalog schema accepts default and supported reasoning levels. The provider filters empty levels and maps the remaining levels into Codex capabilities.
Listed-model fallback and validation apps/server/src/provider/CodexChatGptModels.ts, apps/server/src/provider/CodexChatGptModels.test.ts
Listed models without native capabilities use catalog-derived capabilities. Tests check the generated reasoning selector and models with no derived capabilities.
Some models may show a reasoning selector without a selected default. Validate the metadata or track this limited case as a follow-up.

Explanation
Issue #26707 requires supported reasoning-effort options for affected managed ChatGPT models, or a clear indication when the setting is unsupported. The PR decodes optional default_reasoning_level and supported_reasoning_levels metadata, maps non-empty advertised levels through mapCodexModelCapabilities, and uses the result when native capabilities are absent. Native capabilities retain precedence. Missing or empty metadata remains null, and malformed empty entries do not break catalog processing. The extended CodexChatGptModels.test.ts case covers advertised levels, the default, malformed entries, native precedence, and missing metadata. The reported focused test run passed.

Explanation
The changes stay within issue #26707. They update managed ChatGPT catalog decoding, capability fallback mapping, the related type signature, and focused tests. These changes directly support reasoning-effort capability exposure and its fallback behavior. No unrelated product behavior or unrelated files are identified in the reviewed change summary.
