perf(server): switching providers no longer rescans the whole thread for handoff context - #27670
Switching a thread from one provider to another (e.g. gpt-6.1-sol → sonnet-5.5) builds a context handoff. On long threads that was slow and allocation-heavy:
selectHistory JSON-stringified every candidate message twice to measure its cost, newest to oldest, even after the budget was already spent.
Provider-switch paths loaded and decoded every turn item (tool calls, reasoning, …), then discarded all but 7 item types.
Several per-item scans did extra work: an object spread per message, runs.some(...) per item in recovery, and historicalMessage objects built only to count bytes.
Fix
selectHistory sizes each message arithmetically (jsonEscapedByteLength plus a constant per-role envelope) with no string building, skips bodies that cannot fit, and stops once the remaining budget is below the smallest possible message. Selection output is unchanged.
historicalMessage is split into historicalText / isHistoricalItem / HISTORICAL_ITEM_TYPES, and takes runStatus directly instead of being spread afterward.
Orchestrator.readHandoffItems accepts turnItemTypes; the dispatch, restart and provider-switch paths pass the 7 historical types so SQLite skips the rest. Merge-back, portable fork and legacy import stay unfiltered (they use other item types or derive run ordinals from the items).
One intended difference: the handoff coverage line's Source item range now spans the first to last historical item rather than every turn item, since only historical items can be carried or omitted.
Recovery handoff looks up earlier runs through a Set.
Evidence
selectHistory on 20k messages, 16k budget: 461 ms → 0.8 ms per call (throwaway benchmark, not committed).
Old and new selectHistory return identical results across randomized inputs (my 400 cases; the reviewers independently ran 2k–5k). The escaped-byte counter matches JSON.stringify for all 65,536 UTF-16 code units.
New tests cover exact byte counting (lone surrogates, control characters) and budget-edge selection.
vp run check:changed is clean. 50 handoff-related server test files (1031 tests) passed before rebasing onto the latest main; the 3 most relevant files plus check:changed pass after.
No UI change.

…for handoff context
Handoff history selection serialized every candidate message (twice) to measure it,
even after the budget was spent, and the provider-switch paths loaded and decoded every
turn item (tool calls, reasoning) only to discard all but seven types.
selectHistory now sizes messages arithmetically without building strings, skips bodies
that cannot fit and stops once the budget is exhausted; selection output is unchanged.
Switch paths read only the historical item types, and recovery looks up earlier runs
through a Set instead of scanning runs per item.

Macroscope's review found this PR approvable — This optimizes provider handoff preparation by loading only relevant history and avoiding repeated serialization and run scans. Existing context limits and handoff boundaries remain intact, with no material change to product defaults or data exposure.

Walkthrough
The handoff code now identifies supported historical items separately from message construction, filters turn-item reads by historical type, and passes run status into constructed messages. History budgeting counts escaped-JSON bytes arithmetically and uses those costs during selection, with tests for byte counts and budget boundaries.

Summary
Historical item recognition and message construction packages/provider-core/src/server/handoffBudget.ts
The code exports historical item type recognition and text extraction. historicalMessage accepts optional run status, normalizes missing provider-thread IDs to null, and uses a separate header formatter.
Filtered handoff history integration apps/server/src/orchestration-v2/Orchestrator.ts, apps/server/src/orchestration-v2/ContextHandoffService.ts, apps/server/src/orchestration-v2/ProviderTurnStartService.ts
Handoff reads filter for historical item types. Handoff preparation passes run status to historicalMessage. Native context estimation, retry selection, and recovery history filtering use the historical item helpers.
Escaped-byte budget selection and tests packages/provider-core/src/server/handoffBudget.ts, apps/server/src/orchestration-v2/ContextHandoffBudget.test.ts
History selection uses calculated escaped-JSON message costs and skips items that cannot fit. Tests check escaped-byte counts and budget boundaries.
Issue 23820 — The history selection now calculates message byte costs arithmetically rather than repeatedly serializing messages.
Issue 23275 — The PR changes historical item selection and filtering for provider-switch and restart handoffs.

Full details: Description check
Explanation
The description has a clear problem statement, a detailed change summary, and substantive verification evidence (benchmark numbers, randomized equivalence checks, new tests, check:changed run, and a note that no UI change is involved). It follows the template's Problem, Change, and Verification sections. The Scope and approval section is missing. The description does not link a triaged issue or maintainer-approved discussion, and it does not explain why the change qualifies without one. The template requires this section for every PR, so the description is incomplete in that respect. The author also did not state the model and harness in the required closing line, although the description does name Claude Sonnet 5.5 and T3 Code. Most required content is present, so the check passes, but the missing approval section should be added.

@juliusmarminge could you review this when you have a moment? Checks are green, Macroscope approved it, and Coderabbit's one finding was withdrawn after discussion.
Heads-up on overlap: it includes the early length check from #23821 (issue #23820) as part of a broader change, so the two PRs touch the same lines in handoffBudget.ts.
