Each session-import scan reads every transcript, newest first, until it finds that transcript's cwd, and all of those reads share one fixed metadata budget per source (64 MiB, 100k records). Transcripts that were already imported get read and charged again on every scan. Once there are enough of them, the oldest transcripts in the 30-day window never get a cwd and can't be imported, however many times import is re-run. Re-running cannot help, for two reasons. The importer kept its own scanner and reused that scanner's candidate list for the life of the process. And scan() hides any project whose transcripts all fall past the cut-off. Reported on a WSL2 backend: the budget ran out at transcript 443 of 524, and the 4th import run added nothing.
Change
collectCandidates reads the imported-transcript records the importer already saves in provider runtime rows. If a transcript has the same provider and file identity as a recorded import (sameTranscriptIdentity: path, size, mtime, device, inode, birthtime), the scan uses the cwd recorded at import time and does not read the file. That transcript costs nothing from the metadata budget. A transcript whose identity changed (for example, it was appended to) is read as before. Budget constants, contracts and stored state are unchanged.
recentThreads collects candidates again when the cached collection ran out of metadata budget, so imports saved since that scan can free budget for older transcripts. When only discovery was truncated (more than 5000 transcripts), it reuses the cache, because new imports can't change which transcripts discovery returns.
The welcome wizard's scan and the importer now share one scanner, provided by the runtime layer, instead of each WebSocket connection building its own. This means the importer reuses the wizard's latest scan instead of a candidate list cached when the process started.
The decoder for the imported-transcript payload moved from the importer into the scanner, which both now use.

Runtime transcript. The real server ran from each checkout with a fresh database, T3CODE_DEV_SEED=0 and a synthetic CLAUDE_CONFIG_DIR, and a Node driver called the production WebSocket RPCs: agentSessions.scan, projects.mutate with project.create, then agentSessions.import repeatedly until a run imported nothing new. Two fixtures:
Records: 110 transcripts, each with 999 records that have no cwd before the one that does. This uses up the records budget.
Bytes: 75 transcripts, 73 MB on disk. This uses up the 64 MiB byte budget, which is the case the reporter hit.
The same "after" runs at 56cec78c5d, before the re-collect tightening, gave identical results. The fixture generator and the driver are synthetic-data scratch scripts and are not committed. They could not be uploaded from the triage VM, so they are not linked.
Not checked: the Windows desktop with a WSL2 backend that the reporter used. The fix lives in the platform-independent server scanner, and the Linux server run reproduces the same mechanism. No UI render path changed, so there are no screenshots.

…27163)
These tests reproduce #27163: already-imported transcripts
keep consuming the per-source metadata scan budget, so repeated imports
never reach older transcripts in the 30-day window.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Every scan re-read the cwd of already-imported, unchanged transcripts and
charged the shared per-source metadata budget, so transcripts behind them were
cut off on every run and from the wizard's project list.
The scanner now reads the imported-transcript records the server already keeps
in provider session runtimes. A transcript whose file identity matches one is
grouped under its import cwd without being read. Import runs rebuild cached
candidates when the cached collection was truncated, and the wizard's scan and
imports share one scanner instance so an untruncated scan is reused.

…get ran out
Discovery truncation (over 5000 transcripts) cannot be lifted by new imports,
so re-collecting on it only repeated the scan for every imported project.

Macroscope's review found this PR approvable — Repeated session imports can now reach transcripts previously hidden behind the metadata scan budget by reusing unchanged import metadata. Existing workspace protections and import limits remain in place.

The scanner now reuses imported transcript metadata when file identity matches and recollects candidates when metadata scanning was truncated. The importer uses the scanner’s exported payload decoder. Runtime-layer wiring and tests were updated.

Summary
Runtime wiring and import payload decoding apps/server/src/orchestration-v2/runtimeLayer.ts, apps/server/src/project/AgentSessionScanner.ts, apps/server/src/project/AgentSessionImporter.ts, apps/server/src/ws.ts
The scanner layer receives ProviderSessionRuntime.layer. The importer uses the scanner’s exported decoder for imported-transcript payloads. The WebSocket layer no longer provides the scanner layer directly.
Transcript identity and scan continuation apps/server/src/project/AgentSessionScanner.ts, apps/server/src/project/AgentSessionScanner.test.ts
Candidates retain full transcript identity. The scanner reuses a stored working directory when the provider, file path, and identity match. Recent-thread preparation recollects candidates if the cache is absent or metadata scanning was truncated. Tests cover collecting 102 sessions over repeated calls and discovering a project in the 101st transcript.
On affected filesystems, repeated imports may still miss older transcripts after file metadata changes. Address the identity fallback before merging unless that limitation is explicitly accepted.

Explanation
Issue #27163 requires repeated imports to reach older transcripts after the scan metadata budget is exhausted, and requires project discovery to include projects behind that cutoff. AgentSessionScanner.collectCandidates reuses the recorded cwd when provider, path, and full transcript identity match. recentThreads recollects after metadata truncation. The shared scanner layer lets imports use the latest wizard scan. The added scanner tests cover repeated imports and hidden project discovery. The reported focused tests and changed checks also passed.
Full details: Out of Scope Changes check
Explanation
The changes stay within issue #27163. File identity tracking, runtime-payload decoding, scanner sharing, and the added tests directly support safe reuse of imported transcripts, cache refresh, and project discovery. No unrelated feature or separate budget change is present.
