fix(server): include managed Claude skills in the skill menu - #26732
claude code loads managed skills from its system .claude/skills directory, but t3 omitted them from the skill menu. discovery now includes that directory before personal and project skills, preserving managed precedence on name collisions.
on windows, managed skills use %ProgramFiles%\ClaudeCode; managed settings retain %PROGRAMDATA%\ClaudeCode\managed-settings.json as a fallback below programfiles settings. the programfiles key lookup is case-insensitive for copied windows environments. discovery tests isolate managed paths from the host and cover fallback settings, modern precedence, and exclusion of programdata skills.
verification at 908818a9440e1a2c08c79ef89b532a9a9a86a885: blacksmith vp run check:changed passed format, lint, knip, graphql, three package typechecks and 21 tests; seven dispatch tests passed separately. the fallback and uppercase-environment assertions failed before their fixes. linux runtime discovery found an actual installed managed skill. two independent reviews found no blocking issues. native windows/macOS and authenticated claude execution remain unverified; the client reports claude unavailable without authentication.
implemented and reviewed with gpt-6.1-sol through the codex harness.
Claude Code loads enterprise skills from .claude/skills in its managed
settings directory and prefers them over personal and project skills.
T3 only scanned the user, project and --add-dir roots, so skills an
administrator installed there never reached the $ menu.
Macroscope's review found this PR requires human approval — Managed Claude skills now appear automatically across projects and take precedence over same-named user or project skills. This changes default skill availability and resolution, requiring human confirmation of that behavior.

Summary
Resolve managed directory and settings paths apps/server/src/provider/Drivers/ClaudeSkills.ts
The managed-directory helper returns a platform-specific Claude Code directory. On Windows, settings lookup can include PROGRAMDATA/ClaudeCode/managed-settings.json and managed-settings.json beneath the resolved directory.

Explanation
The title "fix(server): include managed Claude skills in the skill menu" matches the main change. The diff adds a managed Claude skills root (<managedDirectory>/.claude/skills) to skill discovery, ranked above user and project skills. The title is specific and uses a conventional commit prefix. The Windows managed-settings fallback and the test additions are secondary and do not need to appear in the title.
Full details: Description check
Explanation
The description covers the problem (managed skills missing from the skill menu), the change (managed skills discovered before personal and project skills, Windows path handling, settings fallback), and verification (commands run, test results, manual Linux runtime check, and items left unverified). It does not follow the template's section headings. It also has no explicit 'Scope and approval' section that links a triaged issue or maintainer approval, which the template requires for this kind of fix. The template asks for that section, so the description is not fully complete.
Resolution
Add the template's section headings (Problem, Change, Scope and approval, Verification). Under Scope and approval, link the triaged bug issue or the maintainer discussion that approved this direction, or explain why this small, focused bug fix qualifies without a prior issue. Confirm the verification section names the commit tested. The current verification section cites commit 908818a, but the PR objectives cite 300058f and 50d96ba. Reconcile these references. Also add the template's note on the model and harness used, which the description already includes.

The current wrapper always provides "win32", so this test cannot exercise /etc/claude-code or its managed-settings.json. Add a Linux case that maps those paths to a temporary fixture through FileSystem.FileSystem.of({ ...fs, ... }). Override exists, readDirectory, and readFileString; delegate all other methods to fs. This tests managed-skill precedence and settings precedence without requiring a mount.

updated the original branch at 50d96ba53446352cd7b7c0a6c3cdc01614e70852.
kept @greyxp1's managed-root discovery, precedence, windows path correction, and isolated fixtures. merged current main, preserved its repeatable/variadic --add-dir handling, trimmed redundant comments, and extended the existing collision case to verify managed settings precedence. the final diff is two files, +55/-10.
verification:
reproduced the regression on main: the managed collision case failed while the other 19 discovery cases passed.
blacksmith: 27 discovery/dispatch tests passed; vp run check:changed passed format, lint, knip, graphql, three package typechecks, and focused tests.
github ci passed lint, build/typecheck, package tests, all eight server shards, and Check. agent context budget and native fingerprint checks passed. coderabbit completed successfully; two independent reviews approved this exact head.
real linux client: main omits the managed skill; this branch lists it and selecting it inserts the skill into the composer. uploaded video playback and seeking verified.
unverified: authenticated claude execution, native windows/macos, and mobile/desktop shells. claude is unauthenticated on this vm. optional preview deployment workflows still await fork approval; no deployment was requested. gitcafe now reports this head as mergeable with 26 successful checks, none pending or failing.
known limit, acknowledged with @greyxp1 in the review thread: windows still skips managed roots when ProgramFiles is explicitly absent/empty. the suggested extra linux filesystem-mapping test is deferred; the real linux menu check covers that path. human approval of managed-over-user/project precedence remains with maria.
verified linux managed-skill discovery and selection at exact head 50d96ba53446352cd7b7c0a6c3cdc01614e70852, with no code changes. this is not a claim of authenticated claude execution.
installed dependencies and ran separate real dev environments for github/main (616c426f5f199865e34974777740dff678ffb7f5) and this head, one server at a time. used repo playwright and /usr/bin/google-chrome against the actual web client, with an app-created project pointing at the real repository.
real codex gpt-6.1-sol turns installed the actual managed, user, and project skills on main. a real codex turn on the pr read the installed files, checked git status, and reported the exact head. no mocks, fixtures, replay provider, or demo data.
main reproduced the bug: $managed omitted the managed-only skill and showed the user description for a name present at all three roots. the pr shows both managed skills and the managed description. the real client websocket response identifies /etc/claude-code/.claude/skills/managed-review/SKILL.md as the winning file.
clicking managed review inserts its composer chip, and its details show the managed description. neighboring project skill selection still works. echo $HOME remains literal text. the app surfaces the unauthenticated claude error instead of reporting a successful turn.
blacksmith passed all 27 existing discovery/dispatch tests. vp run check:changed against the pr base also passed format, lint, knip, graphql, three package typechecks, and 21 selected tests. the head has 29 successful ci checks, none pending or failing; native mergeability computation was still pending when inspected.
inspected the screenshots and recording. the uploaded 9.1-second video played to completion and sought successfully in chrome and t3 browser. stopped task dev servers and removed verification skill installs afterward.

claude execution: Not logged in / Please run /login
blacksmith focused checks: 2 files, 27 tests passed
authenticated claude native skill execution: claude auth status reports loggedIn: false, and an actual server-started claude turn failed with the login error visible in the captures. codex success proves the real provider pipeline, but does not prove claude expands or executes the managed skill. the remaining check requires an authenticated claude account on the environment.
native macos/windows managed paths, desktop shell, ios/android clients, and remote/relay/tunnel connections were not exercised on this linux vm.
the already acknowledged windows case where ProgramFiles is absent or empty remains outside this verification pass.
restored %PROGRAMDATA%\ClaudeCode\managed-settings.json as a lower-precedence fallback alongside %ProgramFiles%\ClaudeCode\managed-settings.json. managed .claude/skills still comes only from programfiles on windows. the existing collision test now covers missing, empty, and set programfiles, fallback policy application, modern policy precedence, and exclusion of programdata skills.
merged current main without conflicts and pushed 300058facad0cffb4acf4282f00c858a65bca3df without rewriting history. the diff remains two files.
blacksmith verification: the new fallback assertion failed before the fix; vp run check:changed against main passed format, lint, knip, graphql, three package typechecks, and 21 tests. all seven dispatch tests passed separately. native windows/macOS and authenticated claude execution remain unverified. ci is running on the new head.
