fix(server): Claude lists the models from its modelPicker setting - #23301
When Claude Code's settings.json defines modelPicker, /model lists those rows. T3 Code's Claude picker ignores it and always shows the bundled catalog, so a model such as deepseek/deepseek-v4-pro can only be added by hand under Add custom model. Pi and OpenCode read their model list from the installation they run; Claude did not.
Reproduction and expected behavior are in #23279, now discussion #23283.
Change
checkClaudeProviderStatus now also reads modelPicker from the instance's config directory and from managed settings, in Claude Code's precedence. The highest source that defines one wins outright, and a project checkout's settings never contribute.
Picker rows are listed first, under their label. Rows that name a bundled model keep that model's own effort and context controls and take the configured label.
Any other id is listed as a built-in row with no controls and sent to Claude Code verbatim, as a custom model is today. It is not marked custom, because the web picker drops custom rows that are not in the user's own settings.
replaceBuiltInOptions: true shows only the picker rows. Without it the bundled catalog follows them.
Without a usable modelPicker, including one whose rows are all invalid, the list is unchanged. The version-failure snapshot keeps the bundled list, so a CLI that cannot run does not read the file.
The managed settings path helper in ClaudeSkills.ts is exported and reused instead of duplicated.
docs/user/providers-claude.md says picker models need no manual entry.
Not done on purpose: behavesAs is not honored. The adapter only resolves capabilities from the bundled catalog and custom models, so borrowed controls would show in the picker and then be dropped at runtime, the failure described in #16672. That belongs with the live-catalog work in #16583.
Scope and approval
A bug fix for #23279, which a maintainer moved to discussion #23283. I asked there for a maintainer to confirm the direction: #23283 (comment). No approval yet. It makes the Claude picker follow a list Claude Code already has, the same direction maintainers accepted for gateway discovery in #13875 (#13875 (comment)). It does not touch #13913, which reads init.models from the SDK, a different source.
Verification
vp test run src/provider/ClaudeModelPicker.test.ts src/provider/ProviderRegistry.test.ts in apps/server: 41 passed. New tests cover row order and labels, bundled models keeping their capabilities under a configured label, duplicate and blank rows, replaceBuiltInOptions, malformed and missing files, and the status check end to end.
vpr check:changed: format, lint, knip, graphql and typecheck pass.
ClaudeSkills.test.ts > merges plugin enablement and selects installs in native registry order fails. It fails the same way on clean main, so it is not caused by this change.
Not checked: a real Claude Code run against a live modelPicker, and the web picker in a browser.
Macroscope's review found this PR approvable — This is a localized, tested addition that mirrors Claude Code's existing modelPicker only when that setting is configured; instances without it retain the current model catalog. A separate medium-severity finding concerns labels for bundled models and remains a correctness issue to address.

Claude model-picker settings are read from managed settings or the user settings file and applied to the version-resolved Claude model catalog. Configured models appear in the provider list, and the documentation describes how to select them.

Layer / File(s)
Summary
Read settings and shape model entries apps/server/src/provider/ClaudeModelPicker.ts, apps/server/src/provider/Drivers/ClaudeSkills.ts, apps/server/src/provider/ClaudeModelPicker.test.ts
The reader checks managed settings before user settings and uses the first file that defines a picker. The model-list helper preserves controls for matching built-in models, creates entries without controls for unknown IDs, and can omit unlisted built-ins. Tests cover configured rows, replacement behavior, and fallback when settings are invalid or unavailable.
Integrate the configured list into the provider apps/server/src/provider/ClaudeProvider.ts, apps/server/src/provider/ProviderRegistry.test.ts, docs/user/providers-claude.md
After the version check, the provider applies picker settings to the resolved model catalog. A provider status test checks configured rows and catalog order. The documentation describes models available through modelPicker and how to add other custom models.
Some Claude configurations may show the wrong picker label or omit models supplied through a launch-argument settings file. Address those cases and isolate the status test before merging, or accept the bounded limitation.

Resolve relative CLAUDE_CONFIG_DIR with the status cwd.
ClaudeDriver passes stateDir as the status cwd. Claude commands and skill settings therefore resolve a relative CLAUDE_CONFIG_DIR under stateDir. readClaudeModelPicker resolves it against the server process cwd instead. When those directories differ, the picker reads a different settings.json and omits the configured picker rows.

🟡 Minor · Match picker IDs against Claude aliases. · ClaudeModelPicker.ts:75-88
A picker row such as claude-sonnet-4-6-20251117 is a case-insensitive alias for bundled claude-sonnet-4-6. The exact-slug lookup emits that row with capabilities: null, so the provider UI omits its effort and context controls. The launch resolver still maps the alias to the bundled slug. Resolve aliases when applying the picker and avoid appending the matched bundled row again.

Read the launch-argument settings file when building the picker.
A supported instance can use --settings <file> --thinking-display omitted. For a model selection with no Claude SDK settings, this leaves --settings in extraArgs without an overriding options.settings value. Claude Code can then load modelPicker from that file, but readClaudeModelPicker checks only managed settings and configDir/settings.json. The provider catalog can therefore differ from the picker used by Claude Code.
Add the --settings file to the reader with Claude Code’s path resolution and precedence. The exact path-resolution helper should be reused rather than resolving relative paths against configDir.

Preserve configured picker labels after custom-model overrides.
If customModels contains the same slug with a different name, providerModelsFromSettings replaces the modelPicker label. This affects users who previously entered that model manually: the configured row appears first, but not under its configured label. Apply the picker label after the custom-model name override, or define an explicit precedence that preserves the intended display name.

Isolate the managed-settings lookup in this test.
If the test host has a managed-settings file with modelPicker, checkClaudeProviderStatus reads that picker before the temporary settings.json. The test then asserts against the wrong model list and fails. Make the managed-settings read absent in this test's filesystem layer, or supply an explicit managed-settings fixture.

The PR changes which Claude models and labels appear in the picker, but explicitly leaves both a real CLI modelPicker run and the browser picker unchecked and supplies no before/after evidence.
Show the current picker and the updated picker with the same configured modelPicker, exercise selection through a real Claude session, and document results and any remaining limitations for reconsideration.
