fix(claude): leave out models the organization has restricted - #26309
Enterprise and team organizations can turn off individual Claude models, and Claude Code then answers with the organization's default instead. T3 Code still offered those models. On an enterprise seat whose organization turned off Claude Fable 5.1, picking it got answers from Opus 5.5 while the composer kept saying "Fable 5.1" on every turn. The fallback warning only appeared after sending.
Change
The Claude capabilities probe now reads the per-model entitlements Claude Code caches in its account config (modelAccessCache) and leaves turned-off models out of the snapshot. Slugs are matched the way the CLI matches them, custom models included. The turned-off models travel in a separate restrictedModels list, the same shape as updateRequiredModels from #17307, so clients that predate it never offer them.
The web picker, the mobile model sheet, and the provider status in Settings say why a model is missing: "Your organization has turned off Claude Fable 5.1 and Claude Fable 5." When a picker search shows these lines, or update-required ones, for more than one instance, each line names its instance.
A thread whose stored selection was turned off resolves to the default on web. On mobile it shows "Model unavailable" until another model is picked. New tasks skip a turned-off draft, project, or sticky default.
A turned-off model is no longer announced as one a Claude Code update unlocks.
The cache only applies on the firstParty and gateway backends, matching the CLI (2.1.293 builds its deny list only for those), so a leftover claude.ai cache cannot hide models on Bedrock, Vertex, or Foundry. A custom ANTHROPIC_BASE_URL still reports firstParty, and the CLI still substitutes there.
Reading fails open. A missing or malformed cache hides nothing, and only an explicit entitled: false counts.
A snapshot that never reached the account keeps the last known restrictions: the pending one at startup, or a failed probe. Otherwise the registry would bring the model back. A successful probe or a sign-out replaces them.
Claude Code rewrites the cache shortly after each start, T3 Code's own probes included. An admin's change shows up within a provider check or two.
Scope and approval
This continues #8652. It was closed while the provider layer was rewritten for V2, with the note "If this is still an issue once V2 lands, please reopen (or open a fresh PR against the new code)" (comment). V2 has landed, and the problem still reproduces on current main. GitHub doesn't let me reopen a PR a collaborator closed, so this is the fresh PR. Context: #8657. The change follows the update-required pattern already in main rather than adding a new one.
Verification
Tests. I ran each new test against main's code first; it fails there and passes with this change.
claudeModelAccess.test.ts covers cache parsing:
Only explicit denials count.
Release dates and [1m] are stripped.
A missing file, malformed JSON, or an odd entry hides nothing.
ProviderRegistry.test.ts covers the status check:
The firstParty and gateway backends withhold turned-off models, custom ones included.
Bedrock, Vertex, Foundry, and an unreported backend keep every model.
Update-required and restricted lists overlap correctly.
ProviderRegistry.test.ts also covers the merge:
The boot hydration followed by the pending merge keeps the model hidden.
So does a failed probe.
A later successful probe or a sign-out clears the restrictions.
modelOptions.test.ts covers mobile's send gate, its unavailable label, and the new-task fallback.
The touched server, web, mobile, and provider-core test files pass, along with typecheck, lint, and format for the touched packages.
Live, against a real enterprise account whose organization has Fable 5 and Fable 5.1 turned off, signed in directly (no proxy):
Web:
The picker drops both Fable models and shows the notice.
An existing thread stored with Fable 5.1 resolves to Opus 5.5. Its next turn runs claude-opus-5-5 with no fallback warning.
Settings shows the status line.
iOS Simulator (iPhone on iOS 26.3, dev client built with Xcode 27.1):
The sheet marks the stored Fable selection unavailable and explains why.
The composer blocks sending. Picking Opus 5.5 sends and gets claude-opus-5-5.
A new task with a Fable default falls back. On main it defaults to Fable.
Custom-endpoint instance: a second instance pointing at a local fake endpoint, whose cache I could edit:
Re-enabling a model brings it back after a refresh, and disabling hides it again.
Removing the cache shows every model.
A failing binary keeps the restrictions and recovers afterwards.
CLI behavior behind the backend rule, checked with Claude Code 2.1.293 against fake endpoints:
With a first-party login, or a custom endpoint using a token or an API key, the CLI substitutes the default model.
On Bedrock, Vertex, and Foundry it ignores the cache.
Not checked: real Bedrock, Vertex, or Foundry accounts (only the fake endpoints above), Android, and the desktop app separately from web.
Before
After
Model: Claude Opus 5.5 via Claude Code, in T3 Code; reviewed by Claude Opus 5.5 (Claude Code subagent).
Claude Code substitutes the org default when an organization has turned a
model off, so T3 Code offered Claude Fable 5.1 to an enterprise account that
cannot use it. Picking it answered from Opus 5.5 while the composer kept
saying Fable 5.1 for every turn; the fallback warning only appeared after
sending.
The capabilities probe now reads the per-model entitlements Claude Code
caches in its account config (`modelAccessCache`) and leaves turned-off
models out of the snapshot, matching slugs the way the CLI does and
including custom models. Like update-required models, they travel in a
separate `restrictedModels` list, so clients that predate it never offer
them, and a turned-off model is no longer announced as one a CLI update
unlocks. The web picker, the mobile model sheet, and the provider status in
Settings say "Your organization has turned off Claude Fable 5.1 and Claude
Fable 5." When a picker search shows these lines, or update-required ones,
for more than one instance, each line names its instance.
A thread whose selection was turned off resolves to the default on web. On
mobile it cannot send until another model is picked, and new tasks skip a
turned-off draft, project, or sticky default.
The cache only applies on the first-party and gateway backends, matching the
CLI, so it cannot hide models a Bedrock, Vertex, or Foundry account runs.
Reading fails open. A snapshot that never reached the account, such as the
pending one at startup or a failed probe, keeps the last known restrictions;
a successful probe or a sign-out replaces them. Claude Code rewrites the
cache shortly after each start, including T3 Code's own probes, so an
admin's change shows up within a provider check or two.
Macroscope's review found this PR approvable — The change hides organization-restricted Claude models and explains their absence, while excluding cloud backends from account-cache filtering. The missing mobile explanation identified in the supplied finding remains subject to the separate correctness gate.

Claude organization-disabled models are now represented in provider data and excluded from applicable model lists. Mobile and web selection logic marks restricted models unavailable, filters restricted custom models, and displays restriction notices.

The provider contract and snapshot builder carry restricted models. The Claude capability probe reads explicitly denied account-cache entries and normalizes their slugs. Tests cover denied entries and config read or decode failures.
Filter and retain restricted models apps/server/src/provider/ClaudeProvider.ts, apps/server/src/provider/ProviderRegistry.ts, apps/server/src/provider/providerStatusCache.ts, apps/server/src/provider/ProviderRegistry.test.ts
First-party and gateway provider status omits restricted models from available and update-required models, lists restrictions, and includes model names in its message. Snapshot merging and cached hydration filter restricted models and retain restriction metadata in applicable cases. Tests cover provider types, dated model slugs, cache hydration, and probe outcomes.

Mobile model options mark restricted selections unavailable, provide an organization-disabled description, and use withheld model names for fallback labels. Mobile provider grouping receives server configuration, project ID, and provider lock data. Web model options exclude restricted custom models, mark empty restricted instances unavailable, and resolve restricted selections to an available model.
The notice formatter matches restricted model names or slugs against the search query. Mobile and web pickers show matching restricted-model notices alongside update-required notices.

Explanation
The title "fix(claude): leave out models the organization has restricted" follows conventional commit format and matches the main change. The changeset reads Claude Code's cached per-model entitlements, withholds organization-disabled Claude models from the provider snapshot, and surfaces them in the web, mobile, and Settings UI. The title names the primary fix without listing files and is specific enough for a teammate scanning history.
Full details: Description check
Explanation
The description follows the template's sections: Problem, Change, Scope and approval, and Verification. The Problem section gives the expected and actual behavior with a concrete example. The Change section explains the cache read, the separate restrictedModels list, the backend gating, and the fail-open behavior. The Scope section links the prior issue #8652 and explains the continuation. The Verification section lists specific tests, live checks, and unchecked areas, and includes before/after screenshots as the template asks for UI changes. The description does not include the trailing agent/model line in the expected format only in part; it does end with a model attribution line. Overall the description is largely complete.

kept the original implementation and contributor commits, and merged current main. the withheld-model pattern, backend gating, and fail-open cache decoding remain intact.
added three narrow fixes: cached hydration no longer briefly restores denied models; web no longer rebuilds denied custom models from settings; an all-denied instance cannot supply an invented default for sending. each regression failed first in an existing test file, then passed. no new test files were added by this takeover.
verification at 0493e454b4d79dce7ca0320baa453116c06b4fb9:
all 27 ci checks pass. two independent code reviewers approve the head.
blacksmith vp run check:changed passes format, lint, knip, graphql, typecheck across 35 packages, nine test files, and react compiler checks. focused server/mobile/web checks pass.
the original restriction tests fail against current main because denied models remain offered.
real chrome client plus claude code 2.1.314, isolated entitlement cache, and a local anthropic-compatible endpoint: denied built-in and dated custom models disappear with notices; selecting opus 5.5 sends claude-opus-5-5 and renders the reply. denying all 14 models makes web choose another available provider. the endpoint response is a stub; this does not verify a live enterprise account.
unverified here: live enterprise authentication/entitlement refresh, real bedrock/vertex/foundry accounts, native mobile and desktop. the contributor's original enterprise/iOS evidence remains in the description.
known low limits retained within the review budget: mobile has no notice group when a provider has no model rows or stored selection; refreshing restrictions after choosing a multi-model draft may leave a stale target (not reproduced). the latest bot review also notes search notices without a provider prefix when only one instance has a notice, notices for project-disabled instances, and possible result crowding with many notices. these do not change the model filtering and remain for maintainer review.
before, current main with the same isolated account cache:
fixup at 6da785b29e038d99d0c6c1c577f34e08800e9fde: merged current main without rebasing, preserved both managed-policy and organization-restriction messages, and retained concurrent web notice fixes. search notices name their provider, exclude disabled instances, and scroll within a bounded area. mobile now retains restriction notices even when no model rows or stored selection exist; all four picker entry points receive provider context.
verification this run:
all 27 ci contexts are green; github reports no conflicts; all five bot threads are resolved.
blacksmith vp run check:changed github/main passes format, lint, both knip passes, graphql, typechecks across 35 packages, 187 tests across ten files, and react compiler checks.
four existing picker browser tests pass through blacksmith. the extended existing mobile regression failed before the fix and passes afterward. no new test files.
two independent source reviewers approve this exact head.
real chrome opens the picker and searches models. the image below shows that ordinary path only.
live claude organization-restriction behavior remains unverified: this vm has no authenticated claude account. restricted-model notices, exact notice scrolling, matching before/after evidence, and native mobile still require verification with an authenticated restricted organization. no synthetic entitlement data was used. this remains a verification blocker despite green ci.

Canonicalize Claude slugs before checking mobile restrictions.
When settings remove claude-haiku-4-5-20251001, the server can report only claude-haiku-4-5 in restrictedModels. An existing thread can still retain the dated slug. isRestrictedModel compares exact strings, so mobile does not mark that selection unavailable. The thread and outbox paths can then pass the stored selection toward startTurn instead of applying the organization restriction.
Use the same Claude-specific catalog-slug normalization as the server in isRestrictedModel. Keep the normalization provider-specific; do not change the generic trim-only custom-model normalization.

Compare Claude custom models by their catalog slug.
When Claude reports claude-haiku-4-5-20251001 as claude-haiku-4-5, this default-instance filter compares the raw strings and keeps a configured custom model with the dated slug. The per-instance custom-model filter has the same issue. resolveModelSlug then accepts the retained dated slug through its direct match, so the restricted model can remain selectable or be sent.
Use Claude’s canonical comparison for both custom-model filters.
