fix(web): the Add ChatGPT account dialog animates closed once the account connects - #25868
When a new ChatGPT (Codex) account finished signing in, the Add ChatGPT account dialog called onClose from an effect in the same commit that closed it. The owner then unmounted the dialog straight away, so it vanished without its close animation.
Change
AddCodexAccountDialog: the dialog still closes itself when the account connects (open={!connected}), and now calls onClose from onOpenChangeComplete, after the exit animation. The useEffect + useEffectEvent pair is gone.
ConnectionDiagnosisDetails: the retry countdown reads the shared one-second clock (useNowSecond) and stops once the retry time passes (useDeadlinePassed), instead of running its own setInterval per row.
What this improves
Bug fix: the dialog now animates closed after a successful sign-in. Test: AddCodexAccountDialog.browser.test.tsx > plays its close animation before the owner unmounts it once the account connects. It fails on main (the dialog unmounts with no exit animation running) and passes here, 3/3 runs. The test gives the popup a long exit transition and finishes it by hand with Animation.finish(), so it does not wait on real time.
Sync removed: one effect that pushed derived state (connected) back to the owner; one per-row interval timer replaced by the shared clock.
Behavior changes: onClose on a successful connection now fires after the close animation instead of in the same commit. The retry countdown ticks on the shared second clock, so all countdowns update on the same tick. Nothing else changes, and logging is untouched.
Effects
AddCodexAccountDialog.tsx: 1 -> 0
ConnectionDiagnosisDetails.tsx: 1 -> 0
Verification
vp test run --project browser src/components/settings/AddCodexAccountDialog.browser.test.tsx: passes; fails with main's AddCodexAccountDialog.tsx swapped in.
vp run check:changed: format, lint, knip 1/2 and 2/2, typecheck and test all pass.
Not included from the plan unit: the ProviderModelsSection scroll-to-row ref callback (it swaps a plain effect for a conditional ref callback, and a row that moves without remounting would no longer scroll), the SavedEnvironmentRows polling atom (a plain interval effect is the honest model there), and the AddEnvironmentDialog SSH host refresh (no regression test yet).
…ount connects
When the new Codex account finished signing in, AddCodexAccountDialog called
onClose from an effect in the same commit that closed the dialog, and the
owner unmounted it right away, so the close animation never played. The
dialog now closes itself (open={!connected}) and calls onClose from
onOpenChangeComplete, after the exit animation.
The connection diagnosis retry countdown now reads the shared one-second
clock and stops ticking once the retry time passes (useDeadlinePassed),
instead of running its own interval per row.
Effects: AddCodexAccountDialog 1 -> 0, ConnectionDiagnosisDetails 1 -> 0.

Macroscope's review found this PR approvable — This is a focused bug fix that preserves the existing account-connection flow while allowing the dialog’s exit animation to complete before unmounting, with a targeted browser regression test. The accompanying countdown change is a contained timer consolidation with no new capability or schema impact.

Walkthrough
The Codex account dialog now calls onClose after its close animation completes when the account is connected. The connection retry countdown now uses shared deadline and clock hooks.

Summary
Connected account dialog close apps/web/src/components/settings/AddCodexAccountDialog.tsx, apps/web/src/components/settings/AddCodexAccountDialog.browser.test.tsx
The dialog calls onClose after closing completes when the account is connected. The browser test checks that the exit animation starts before the callback and that the dialog is removed afterward.
The countdown uses useDeadlinePassed to detect an elapsed deadline and useNowSecond to calculate the remaining seconds, replacing local time state and an interval.
The dialog test now waits for unmount. The remaining issue is a brief countdown inaccuracy that does not prevent retry; the PR is mergeable with follow-up.

Reset hoisted mock state at the start of the test.
setup.update.mock.calls persists across tests, and createdInstanceId() reads its first call. If another test runs in this module, this test can select an earlier account ID. Reset setup.update and providersAtom.current through a setup function called at the start of each test. As per coding guidelines: “Shared mock state that vi.mock factories read is reset by a setup() call at the top of the test.”
