fix(server): Claude on Bedrock runs the model picked in the composer - #24695
With Claude Code on Amazon Bedrock, ANTHROPIC_DEFAULT_*_MODEL set to Bedrock ids and an availableModels allowlist of those ids, picking Claude Haiku 5.5 in T3 runs Opus. T3 sends the first-party slug claude-haiku-5-5, which is not in the allowlist, so Claude Code swaps in the default model while the composer still says Haiku. Without an allowlist, Claude Code sends the slug to Bedrock as is.
Claude Code 2.1.310 with the issue's settings:
--model
model Claude Code runs
claude-haiku-5-5 (what T3 sends)
global.anthropic.claude-opus-5-5, with "restricted by your organization's settings"
haiku
global.anthropic.claude-haiku-5-5
Change
Claude Code reports its model list during initialization, which the capability probe already reads. Each row has the id to send (value) and the model it resolves to (resolvedModel), here haiku → global.anthropic.claude-haiku-5-5.
The probe keeps those rows. The driver stores the last successful set in a Ref, as it already shares scopedLimitNames with the adapter, and applies it to the instance's live model catalog. Turns, live setModel switches and text generation read that one catalog.
withClaudeCodeModelRoutes strips backend decoration from each resolvedModel (Bedrock's region prefix and -v1 suffix, Vertex's @date). When that names a catalog model, the model is sent under the row's value, so Haiku 5.5 goes out as haiku.
A route holds only where it means the same model. Project settings can point haiku at another model, so a turn or text generation uses a route only when its directory resolves the same availableModels, modelOverrides and backend env (ANTHROPIC_*, CLAUDE_CODE_USE_*, AWS_*, CLOUD_ML_*, VERTEX_*) as the probe's directory. Claude Code can read .claude/settings.local.json from the repository root or a worktree's main checkout while the settings resolver reads it from the turn's directory. When those directories differ and the root-local file sets any of these model settings, the server drops the route. Elsewhere it sends the slug, as main does.
Turns that start before the first capability check finishes wait for it, so a turn sent right after startup does not go out with the slug. Server startup does not wait.
Rows whose resolvedModel is already a first-party id are skipped, so first-party users and gateways that report first-party ids send exactly what they send today. The match is exact, not by family. On plain Bedrock the row's value is the wire id itself, so those users send the id Claude Code reports instead of the slug, and Claude Code's unprefixed haiku row (Haiku 4.5) routes Claude Haiku 4.5 while Haiku 5.5 keeps its own id.
Scope and approval
Fixes#24214. No maintainer has triaged it yet, so this awaits maintainer review. Please confirm these choices:
Routing only. The picker still shows T3's catalog. It is not relabeled with *_MODEL_NAME and not filtered by availableModels. Claude Code does not report the allowlist itself, and on first-party accounts its list leaves out models that still run. A model outside the allowlist, such as Opus 5 here, still falls back with Claude Code's warning in the thread.
Ids T3 cannot map are left alone. If ANTHROPIC_DEFAULT_HAIKU_MODEL is an application inference profile ARN, the row cannot be tied to a catalog model, so nothing changes for it.
Startup turns wait for the first check. Until the first capability check settles, turns on every Claude backend wait for it, at most its own timeout. Later turns never wait.
No new contract or client code. Web, desktop and mobile get the fix from the server.
Verification
Setup: real Claude Code 2.1.310, an isolated CLAUDE_CONFIG_DIR with the issue's settings, fake AWS credentials, and ANTHROPIC_BEDROCK_BASE_URL set to a local stub that answers 400 naming the model id it received.
Real clients on dev builds of main and this branch: web (vp run dev), the Linux desktop app, and the iOS and Android apps paired to the same server. Claude Haiku 5.5 selected, same prompt on both builds.
On main the turn asks for Opus and shows Claude Code's restriction notice.
On this branch the turn asks for global.anthropic.claude-haiku-5-5 and the restriction notice is gone.
Linux desktop app: the notice and the Opus request on main, the Haiku request on this branch.
iOS: the notice and the Opus request on main, the Haiku request on this branch.
Android: the notice and the Opus request on main, the Haiku request on this branch.
New tests: a catalog test built from the rows Claude Code 2.1.310 reports for configured Bedrock, default Bedrock and first-party, and an adapter test with models only a live manifest lists, where a Haiku turn opens the query with haiku and a live switch to Sonnet calls setModel("sonnet").
Both new tests fail on main. Two more cover project settings and startup: a turn whose local settings, in its own directory or in the main checkout of its worktree, point haiku at another model opens with the slug, and a turn started before the first probe waits and then gets its route. Both fail without the last fixes.
Both pass on this branch.
vp test run on ClaudeCodeModelRoutes, ClaudeModelCatalog, ClaudeAdapterV2, ClaudeHome, ClaudeCapabilitiesProbe, ClaudeTextGeneration and ProviderRegistry: 276 passed.
A separate run in the web client with Claude Code 2.1.314 and Bedrock settings saw the same routing up to Claude Code's initialization (comment on this PR).
vp fmt and vp lint on the changed files and vp run typecheck in apps/server pass.
Not checked:
Successful Bedrock generation. The stub only proves which id Claude Code asks for, and the separate run stopped at missing AWS credentials after initialization.
The project-settings and startup changes in a real client. The captures above predate them; tests cover them.
Vertex and Foundry. The @date stripping assumes Vertex's model@date ids and was not run against Vertex.
Claude Code on Bedrock, Vertex and similar backends does not run the
first-party slug T3 sends. With an availableModels allowlist it silently
substitutes the default model, so picking Haiku ran Opus.
The capability probe now keeps the model list Claude Code reports. When a
row resolves to a backend id for a catalog model, such as
global.anthropic.claude-haiku-5-5 for claude-haiku-5-5, turns and text
generation send that row's id (here the `haiku` alias) instead of the slug.
First-party ids are unchanged.

Turns built their model routes from the bundled catalog while the picker
and text generation used the instance's live catalog. A model the remote
manifest adds after a release showed in the picker but was still sent as
its slug, so Claude Code ran the default model instead.
The driver now builds the routed catalog once and hands the same effect to
the adapter and to text generation.

Resolve the optional catalog option to one effect when the adapter is
built, and read it per turn, the same shape open pingdotgg#13913 uses for its
model catalog option, so the two changes share one option.

Walkthrough
Claude Code-reported model IDs can now update API model IDs in the catalog. The driver supplies routed catalogs to orchestration and text generation. Both resolve model selections using catalogs associated with the active working directory and settings.
Catalog entries can store an API model ID. Route construction matches Claude Code-reported IDs to catalog entries. Tests cover Bedrock mappings, suffixes, unmatched IDs, and first-party routes.
Capture routes and match settings apps/server/src/provider/ClaudeProvider.ts, apps/server/src/provider/ClaudeCodeModelRoutes.ts, apps/server/src/provider/ClaudeCodeModelRoutes.test.ts, apps/server/src/provider/Drivers/ClaudeDriver.ts, apps/server/src/provider/Drivers/ClaudeHome.ts
Capability probes include reported model IDs. The driver records them and resolves routes based on settings keys. Local settings directory resolution handles repository roots and linked worktrees. Tests cover probe completion and timeout behavior.
Resolve adapter selections per turn apps/server/src/orchestration-v2/Adapters/ClaudeAdapterV2.ts, apps/server/src/orchestration-v2/Adapters/ClaudeAdapterV2.test.ts
The adapter resolves a catalog for each turn and compiles selections against it. Tests cover catalog updates, settings overrides, worktrees, and repository subdirectories.
Resolve catalogs for text generation apps/server/src/textGeneration/ClaudeTextGeneration.ts, apps/server/src/textGeneration/ClaudeTextGeneration.test.ts
Text generation resolves catalogs using the operation working directory. Title generation creates its temporary directory before catalog resolution, and the Claude JSON operation runs in a scoped effect.

Explanation
The reported changes support the routing objective in #24214. They add Claude Code model-route construction, capability-probe model retention, settings-directory matching, startup-probe waiting, adapter and text-generation catalog use, and focused tests. The settings-directory refactor supports safe route matching. No unrelated change is demonstrated. The picker omissions are a linked-issue compliance gap, not an unrelated change.
Full details: Linked Issues check
Explanation
Issue #24214 is open and directly linked, so its coding requirements apply. The PR implements the routing part: Claude Code reported models map to catalog models, and the adapter, turns, live switches, and text generation can use the mapped IDs. Tests cover routing and startup behavior. The PR does not implement three requirements in #24214: picker rows do not use ANTHROPIC_DEFAULT_{OPUS,SONNET,HAIKU}_MODEL IDs, rows do not use the corresponding *_MODEL_NAME or *_MODEL_DESCRIPTION values, and rows are not filtered by availableModels. The current PR description confirms that these picker changes are intentionally excluded.
Resolution
Implement the picker integration required by #24214. Map the relevant catalog rows to the configured ANTHROPIC_DEFAULT_{OPUS,SONNET,HAIKU}_MODEL values, apply matching *_MODEL_NAME and *_MODEL_DESCRIPTION values, and exclude rows not present in the effective availableModels list. Add automated tests for mapping, labels and descriptions, filtering, and selection of the configured Haiku model. Alternatively, obtain and record a maintainer decision that narrows #24214 to routing only.

…odel, and wait for the first probe
The capability probe runs in the server's state directory, so the ids Claude Code
reports there (such as `haiku`) can resolve to a different model in a project whose
own .claude settings change ANTHROPIC_DEFAULT_*_MODEL, the backend or
availableModels. Turns and text generation now apply those ids only when their cwd
resolves the same model settings as the probe (compared through the SDK's
resolveSettings); anywhere else they send the plain catalog id, as before this PR.
Turns sent while the first probe is still running (queued or scheduled turns at
startup) used to go out with the slug. They now wait until the first provider check
settles, by any path; later turns never wait.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The per-cwd settings key and first-probe gate moved out of the pure catalog module, and the probe's cwd is bound once instead of passed on every record.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…local settings change models
The SDK's resolveSettings reads .claude/settings.local.json from cwd, but Claude Code reads it
from the repository root, and from the main checkout's root in a linked worktree. A model
override there left the settings keys equal, so a turn could send `haiku` while Claude Code
resolved it to another model. The settings key now reads that root file and gives no key, so
no routes, when it carries model settings. The adapter's local settings directory lookup moves
to ClaudeHome so both use it.
