Handle additional Page.reload parameters explicitly.

CdpRelay does not filter page-command parameters. A page-session request containing loaderId or scriptToEvaluateOnLoad reaches sendPageCommand, where the native reload uses only ignoreCache and returns {}. Either preserve these parameters or reject them explicitly before reloading. The current server calls use only ignoreCache, but the relay does not enforce that restriction.
