fix(linter/react/no-unknown-property): add missing popover related props

I noticed popover related props are missing from the React plugin. I don't know the Oxc codebase, and just prompted Codex. It's possible this is completely the wrong way to go about it, in which case please use the prompt and adjust it 🙇‍♂️
