This PR fixes a bug in the no-empty-named-blocks linter rule where token searches were unbounded and could incorrectly match tokens outside the import declaration being analyzed.
- Added a new
find_next_token_withinmethod that searches for tokens within a bounded span - Updated the
no-empty-named-blocksrule to use bounded token searches - Added a test case demonstrating the fix for cases where comma and "from" tokens appear after the import statement
