feat(bake): await plugin preparation and track load dependencies - #46706
Allow native development plugins to prepare each bundle with onStart and declare file/directory dependencies through onLoad results. The dev server currently rejects onStart() and ignores watchFiles/watchDirs, preventing generated modules from observing inputs outside the JavaScript import graph.
Await all started preparation callbacks before loading modules. A rejected callback waits for its siblings, reports a failed bundle, and allows recovery on a later bundle. Reuse the existing bundle owner and request queues.
Accept absolute watchFiles and watchDirs, normalize their paths, and retain dependencies per loaded module and graph. Directories observe immediate entry changes; plugins can register nested directories. Child-content edits alone do not invalidate a directory listing.
Preserve ordinary imported-file watchers, aliases, and missing/recreated directories. Expose the effective React refresh and JSX development configuration to serve plugins.
Reclaim an unconsumed pending native watcher event before collecting the next batch, then append to it. The previous release path replaced that pending event and lost changes while the server thread was busy. This also discarded atomic plugin-dependency events before their file watches could be rearmed. The fix reuses the existing three slots and ownership atomics.
Bun.build() keeps its existing callback path. This PR includes no input-map, HMR-cycle, client-cache, or atomic-file-FD patch.
How did you verify your code works?
Base: a8fcd319be58ad4d284330b86602cfb3c8e49c83. Native release-with-assertions build on Debian 13 x64 in Bun's documented development container, using Clang 23 and the pinned Rust nightly.
The original dev-server/HTTP coverage passes 66 tests. Existing bundler plugin/API coverage passes 170 tests with 2 existing skips and 4 todos. Declaration coverage passes 24 tests.
Two public regressions hold an HTTP request while three distinct native watcher batches arrive, then require all current exports. The plugin variant atomically replaces a watched sidecar and verifies a subsequent edit is observed. The preceding combined Windows binary fails both cases with A1|B0|C1; the final Windows, Linux, and macOS binaries pass. Synchronization polls the existing native trace condition with setImmediate and the unchanged bounded deadline. It does not depend on a second filesystem watcher, fixed delays, or internal state mutation. The same test-only change also passes against the isolated four-draft Linux build.
The final native build combining the four own drafts passes 125 tests across six affected suites without skips, plus the companion Chrome regression. It excludes foreign input-map, cycle, and atomic-FD ports.
That same four-draft source passes bun run rust:check-all: all 12 configured targets, none skipped. These are compilation checks, not twelve native platform runs.
The separate combined Windows x64 candidate passes 114 tests across nine native suites (1 existing skip and 6 todos), the native Chrome regression, and all 7 production plus 14 development Router browser tests without skips. Imported configuration helpers also update in the existing browser using the actual unplugin and Jiti draft distributions.
The nested ancestor-directory rename case remains POSIX-only. Windows returns EPERM when renaming an ancestor with open descendant directory handles, also reproduced with ordinary Node and released Bun fs.watch. A separate cross-platform test covers watched-leaf rename, recreation, file addition, and deletion.
Final combined native Windows x64, Linux x64, and macOS ARM64 validation passes 7 production and 14 development Router browser tests plus 9 imported-helper generator and 9 live-browser helper cases per platform, without skips. The complete macOS run passes 118 native tests (3 existing todos), all 12 selected regressions individually, and Chrome ordering. Isolated-branch Windows/macOS execution and upstream Buildkite remain outstanding. Broader atomic-save behavior additionally depends on #39571. Prepared with AI assistance; this API addition is ready for maintainer review.
Review follow-ups: failed prepared-bundler startup drains deferred requests and completes the existing bundle cleanup before propagating the error. The rejection path shares that cleanup. The empty-directory test's polling deadline now uses the harness's WAIT_MULTIPLIER.
The follow-up passes native Windows (28 cases, 1 existing skip, 1 todo) and native Debian Linux (44 cases, no failures), with Rustfmt/Prettier clean. The updated combined native Windows Router stack passes 7 production, 16 development, 9 generator-helper and 9 live-browser helper cases without skips. The same updated own-PR source passes all 12 configured Rust targets, with no failures or skips; these are compilation checks, not twelve native executions.
An allocation failure was not synthetically injected through private state: that specific branch is checked by code review and compilation, while public regressions exercise callback rejection, queued requests, cleanup and later recovery. The complete macOS native run linked above predates this cleanup-only follow-up; a new native macOS build and upstream Buildkite are not claimed.
Initial-preparation boundary: if the first onStart rejects before any module load, no onLoad watch dependencies have been registered. Correcting an external configuration then needs a new HTTP request/browser reload, which retries successfully without restarting Bun. Both syntax/schema cases are covered in Router's updated native Windows browser suite. Automatic recovery in this first-failure state would require earlier native watch registration; the current API does not claim it.

Walkthrough
The change adds development-server plugin onStart support, forwards JSX development settings to plugins, and tracks plugin watchFiles and watchDirs dependencies. Watcher events now report directory-entry changes and invalidated watches, which feed plugin dependency invalidation and bundle preparation.

Plugin load results accept optional file and directory watch paths. Plugin setup and serve loading receive development-server and JSX settings. Runtime configuration passes the server-mode flag through plugin registration.
Development-server setup retains onStart callbacks. Bundle preparation runs the callbacks and waits for returned promises. Callback failures are recorded and handled through failed-bundle response processing.
Watcher event and directory-watch handling src/watcher/*, src/runtime/bake/dev_server/hot_reload_event.rs, src/runtime/bake/dev_server/watch.rs, src/runtime/bake/dev_server/watcher_atomics.rs
Watcher events now identify invalidated watches and directory-entry changes. Directory watch registration, refresh, and invalidation handle path changes. Hot-reload events retain directory operation flags.
Plugin dependency tracking and invalidation src/bundler/*, src/runtime/api/JSBundler.rs, src/runtime/bake/dev_server/*, test/bake/dev/*
The bundler passes plugin watch paths to the development server, which stores and updates dependencies by graph. File and directory events invalidate affected plugin modules and importers. Tests cover path normalization, directory changes, recovery, and watcher batching.
