Route every TZ writer through one setter that reads MSK-3 and :name - #46698
The start path and the process.env.TZ setter give the raw value to WTF::setTimeZoneOverride(). It takes only ICU's names, and both drop its false (ZigGlobalObject.cpp:3732, JSEnvironmentVariableMap.cpp:703).
Fix
setProcessTimeZone() and clearProcessTimeZone() are the only callers of WTF::setTimeZoneOverride(). A lint keeps it so.
applyTimeZoneFromEnv() reads TZ for every writer: :name and whole-hour POSIX values (MSK-3 is Etc/GMT-3). An assigned non-zone gives UTC. Paths, rules and minutes stay with the host.
process.env.TZ = "<not a zone>" gives UTC, not the previous zone.
GMT+5:30 and GMT+13 gave UTC and now give the host's zone.
Minutes, paths and rules still give no zone. TZ=MSK-3 adds 18,551 instructions to a start (+0.6%), and a zone name saves 174,320. Text: +2,560 bytes.
Notes
Merged with main at 8d5672c (#45631). main moved the start-up read of TZ into set_time_zone_from_env, and boot_standalone calls it for an executable that holds a compiled program. So an executable built with --aot reads a POSIX value at start, and the guide and the JSDoc of Env.TZ now say that only an executable built without --aot does not.
The values are getTimezoneOffset() at 09:00 local time on 2026-01-15 and on 2026-07-15. Linux x64, glibc. The host is UTC: /etc/localtime -> /usr/share/zoneinfo/Etc/UTC. A bold cell is a change from main. In the assignment column the process starts with TZ=America/Los_Angeles (480/420) and then assigns the value. There, 480/420 is the previous zone on main, and the zone of the host with this PR.

Of the first 17 rows, the rows that differ from date(1) go from 14 to 9 for the environment, from 14 to 8 for .env, and from 15 to 8 for an assignment. europe/paris from the environment is Europe/Paris on main and here: ICU gives the value back as the zone of the host, and JavaScriptCore finds a zone name in any case.
The GMT rows need a host that is not UTC to show at a start. With /etc/localtime -> Europe/Berlin (-60/-120) in a private mount namespace, and TZ not set at the launch for the .env and assignment columns:

On main, ICU takes each of these as a custom ID, and JavaScriptCore turns an override with no IANA name into UTC. Here the GMT±n guard keeps them from ICU, and a value that is not whole hours from XYZ-14 to XYZ12 stays with the host. TZ=GMT+5:30 bun test ran on UTC on every machine, and now runs on the zone of the machine. GMT+0530 does the same at a start. GMT+0000 and UTC+0000 are UTC, as for date(1): the reader takes every digit of the hours, as the C library does.
Where an assigned value differs from Node
Node writes the value to the C environment, then calls tzset() and tells V8 to read the zone again (node_env_var.cc#L78-L105). For a name that no zone has, that gives UTC, and Bun gives UTC too. Node v26.3.0 on the Berlin host, for the values that the test has:

America/Chicago (ICU's name), as on main
For Node, the zone of the host after an assignment is the zone of /etc/localtime. For Bun it is the zone that the process started with, because Bun does not write the C environment (#42891).
A zone name is any name that ICU has. That includes ICU's own short names: PST is America/Los_Angeles, CST is America/Chicago, BST is Asia/Dhaka. Node and date(1) give UTC for them. Main does the same as this PR, and the test has a row for CST.
:MSK-3 gives Etc/GMT-3 on every platform. This is what glibc does: it reads a POSIX value after : when no tzfile has that name.
Four starts read TZ: bun run, bun test, bun repl, and an executable built with --aot (main added that call in Compile TypeScript to machine code ahead of time: bun build --compile --aot #45631). An executable built without --aot and a macro under bun build do not (checked before the merge with main: TZ=MSK-3 gives 0 there, and a zone name works). By the source, the prerender of bun build --app does not either. This PR adds no call to boot_standalone (ai slop #35125).
setTimeZone() of bun:jsc keeps ICU's syntax. It changes in one point: it rejects a value of more than 128 characters before ICU makes a copy of it.
What stays and what is a bridge
For a TZ of the real environment on Linux and macOS, the defect is in JavaScriptCore: it finds the zone of the host by name only. [JSC] The host time zone is not UTC when ICU has no name for it WebKit#890 (draft) repairs that. The jsc shell of that branch gives the offsets of this PR for the 16 translated values of the test, with no Bun code. It also gives the date(1) offsets for IST-5:30, XXX+13, GMT+5:30 and GMT+13. So for a value of the environment the reader is a bridge until the pin has Bun.write to redirected stdout writes to beginning of file #890.
The rest stays: the two functions, the lint, the GMT±n guard, and the reader for a value that only Bun sees (.env, an assignment, and every value on Windows, where ICU does not read TZ).
bun test: Vitest compatibility #44833 reads the bool that set_time_zone() no longer returns: if !global.set_time_zone(tz) { let _ = global.set_time_zone(b""); } in restore_test_time_zone() (VirtualMachine.rs:6514 of a346623). After this PR that function is one global.set_time_zone(tz) call, because a miss at a start already gives the zone back to the host.
User-mode instructions (perf_event_open, exclude_kernel, threads included) for bun -e 0. Release builds with LTO of 5c6d4e2 and of the src/ of this PR at 9348cd1 on it. The one later change in src/ is the digit loop of the offset reader. Linux x64, 30 interleaved runs, medians. The standard deviation of a row is 5,000 to 11,000.
bun test on one empty file: 3,985,246 to 3,811,968 with TZ unset (the default is Etc/UTC), 3,779,266 and 3,778,013 with TZ=, 3,813,604 to 3,826,852 with TZ=MSK-3.
process.env.TZ = "<zone name>", 100,000 assignments with no Date between them: 206,619 instructions for each on main, 2,558 here.
bun test --isolate on 60 files that each read a local time (10 runs, medians):

The restore between two files sets nothing when the run has no zone and the file before set none. That is the hasProcessTimeZone() branch: without it, each file costs 440,000 instructions more, because the next Date finds the zone of the host again. A run with TZ=MSK-3 now costs what a run with a zone name costs.
One corner differs from main. With TZ= and --isolate, a file changes the TZ of the C environment through bun:ffisetenv. On main the next file sees the new zone, because main reads the zone of the host again for every file. Here the next file keeps the zone from before.
Calls before the first Date (gdb on debug builds of aa15420, bun -e 0, TZ unset, Etc/UTC, America/New_York): ucal_getCanonicalTimeZoneID 0, 1, 1 on both. ucal_openTimeZoneIDEnumeration, ucal_getHostTimeZone, ucal_open, tzset, realpath and readlink: 0 on both.

What must not move
464 zone names (the 445 of Intl.supportedValuesOf("timeZone") and 19 links such as US/Pacific, EST5EDT, CET) give the offsets and the name they give on main: at a start, after delete process.env.TZ, and from an assignment.
The 27 whole hours from Etc/GMT-14 to Etc/GMT+12 give the offset of date(1) from the environment and from an assignment.
1,000,000 random and mutated TZ strings through process.env.TZ on the ASAN debug build (four fixed seeds): no sanitizer report.
Tests
The cases are in a new file. process.test.js starts node --version and compares it with the node of the CI images, so it passes only there.
Each clause of the reader has a row that fails without it: right/, a path after :, gmt in lower case, GMT-, the limit of 24 hours, every digit of the hours (XYZ-003, GMT+0000) and a number that must not wrap (XYZ-4294967299). The limit of 128 characters has no row: only a value of about 2^30 characters shows it.
A Linux test has TZ=europe/paris in the environment. The start leaves it to the host (Europe/Paris), and an assignment of the same value gives UTC. It fails if a start that finds no zone sets UTC.
bun repl and the start of bun test have a row each for TZ=MSK-3.
test/internal/source-lints/time-zone-override.test.ts fails on main, which has six call sites in three files.
Deleted: the three is_empty() checks in front of set_time_zone() (run_command.rs, repl_command.rs, test_command.rs). The reader sets nothing for an empty value at a start. The --isolate test has a row for TZ=.
Also ran: test/cli/test/isolation.test.ts, test/js/bun/jsc/bun-jsc.test.ts, test/js/bun/cron/cron-local-time.test.ts, cron-parse.test.ts, test-process-env-tz.js and test-datetime-change-notify.js of the Node suite. The new file also passes with BUN_JSC_validateExceptionChecks=1.
Self-review
The review of the first draft (this change, oven-sh/WebKit#890 and a preview pin as one PR) said to split it. The eight concerns that apply to this part:
A value of 2^30 characters aborted the process. setProcessTimeZone() now rejects a long value before ICU.
and 3. A warning for a value that is not a zone could throw, and no listener could receive it at a start. There is no warning now.
A value left to the host did not reset the caches when no zone was set. An assignment now resets them always. A start and the --isolate restore reset them only when a zone is set.
A start with TZ=:UTC and a compiled executable paid for the new work. The boot_standalone call is gone, a value left to the host costs what it costs on main, and the rows for :UTC are above.
The parser checked a daylight saving rule that Bun does not read. It stops after std offset.
Conventions: one-line comments, no raw realpath(). Two points are kept as they are: the new test file (see Tests), and the place of the code, next to resetDateCachesAfterTimeZoneChange() in JSEnvironmentVariableMap.cpp.
Windows: ICU does not read TZ there. Every form that this PR reads is set by Bun, so it is the same zone on Windows. A value left to the host is the Windows time zone, as before.
The review of this PR raised 20 concerns. Changes from it:
Code: no POSIX value is read after posix/ or right/, so posix/MSK-3 is not a zone. The GMT3 arm of the guard is gone, because ICU does not take that value. The special case for a zero offset is gone, because Etc/GMT-0 gives the same zone. The three is_empty() checks are gone. The walk guard of Skip the walk over live Dates at a time zone change when no Date has cached a local time #46614 is here too, so the order of the two merges does not matter.
Tests: the rows and the three tests listed above, and the EST5EDT row runs again on macOS 26.
Text: the comments give the Node source and not "as in Node", the guide and the Env.TZ JSDoc give the range XYZ-14 to XYZ12 and the starts that do not read a POSIX value, and this body has the report, the GMT rows, the Node rows and the open PRs.
Not taken: a mapping of the legacy names for macOS 15 inside setProcessTimeZone(). It is a bug on main with its own cause. It needs a macOS 15 machine to prove a fix.
Kept: on Linux the test expects the literal zone of the host (America/Los_Angeles) and not only the value that the child measures. A measured value cannot tell the zone of the host from a previous zone that was kept.
From the review comments on this PR: :, posix/ and right/ with no name after them are not a zone (UTC for an assignment), the lengths of the prefixes come from the literals, and a start that sets no zone does not reset the date caches. The reader takes every digit of an offset field, so GMT+0000 is UTC as on main and XYZ-003 is three hours east.

…e of whole hours
WTF::setTimeZoneOverride() takes a zone name, and says false for another
value. Six call sites gave it the raw TZ and four of them dropped the false:
TZ=MSK-3 ran on UTC, and process.env.TZ = "MSK-3" kept the previous zone.
setProcessTimeZone() and clearProcessTimeZone() are now the only callers, and
a lint keeps it so. applyTimeZoneFromEnv() reads a TZ value for the start of
the process, for process.env.TZ and for the restore of bun test --isolate:
- ":name", "posix/name" and "right/name" are the zone of the name.
- A POSIX value of whole hours is Etc/GMT-14 to Etc/GMT+12. "GMT+3" is such a
value, three hours west, and not ICU's custom ID, three hours east.
- An assigned value that is not a time zone is UTC, as in Node.
- Another value (a path, a daylight saving rule, minutes) is for the C library
to read: the zone is the one of the host.

TZ parsing and assignment src/jsc/bindings/JSEnvironmentVariableMap.h, src/jsc/bindings/JSEnvironmentVariableMap.cpp, src/jsc/modules/BunJSCModule.h
Shared helpers parse supported TZ forms, set or clear process timezone overrides, and reset timezone caches. Environment assignments and the timezone API use this handling.
Startup setup delegates to the shared application function. The setter and FFI signatures now return no value, and runtime call sites use the updated signature. Isolation tests check timezone restoration between files.

How it was reproduced, on main 179664e and with this PR:
TZ=MSK-3 bun -e 'console.log(new Date().getTimezoneOffset())' prints 0 on main and -180 with this PR.
TZ=Asia/Tokyo bun -e 'process.env.TZ = "MSK-3"; console.log(new Date().getTimezoneOffset())' prints -540 on main and -180 with this PR.
The branch is merged with main at 11c3671. Main now reads TZ at the start of an executable built with --aot (#45631), and that call goes through the new setter too.
190 jobs passed. That is every test job on Linux and Windows, and both macOS aarch64 test jobs (on macOS 15). The tests of this PR passed on each of them.
One attempt of a macOS aarch64 test job, on a macOS 26.6.2 agent, ended at the time limit of the job. Network tests timed out there (socket.test.ts, node-http.test.ts, test-http-should-keep-alive.js and others). isolation.test.ts of this PR passed in that attempt, and the retry of the job passed.
2 test-aot-drawn jobs failed softly. Their tests are about the code that --aot generates (generated-code-of-idioms, minifying-first-saves-no-code). The same lane fails softly on main: build 134092 of 11c3671 has 4 such jobs and passed.
The macOS x64 test jobs expired in the queue before an agent took them, so no test ran on macOS x64 for this head.

Nothing blocking. The comments below are optional suggestions. There is no need to push a fix for them before merging.
Beyond the inline findings, I also checked the FFI change (the Rust extern JSGlobalObject__setTimeZone now returns unit and the C++ definition returns void, so they match), that no direct WTF::setTimeZoneOverride caller remains outside the two new helpers in src/, and that bun:jscsetTimeZone still throws on a rejected value.
Extended reasoning...
The change centralizes every write of the process-global ICU time zone override into setProcessTimeZone/clearProcessTimeZone in src/jsc/bindings/JSEnvironmentVariableMap.cpp and adds a hand-written POSIX std offset parser for TZ values; it touches no auth, crypto or injection surface but does parse user-controlled env input. The FFI signature parity and the single-caller lint were verified from the diff; the inline findings cover the empty-name and startup cache-reset behaviors that remain for the author.
…s not a zone
- A value left to the host reset the date caches at a start, and the reset
walks the heap. No zone is set at that point, so there is nothing to reset.
An assignment still resets always.
- ":", "posix/" and "right/" with no name after them were read as the empty
value, which clears the zone. They are not a time zone: UTC for an
assignment, as every other value that is not one.
- The lengths of the prefixes come from the literals.
aa15420 takes the three suggestions of the review:
:, posix/ and right/ with no name after them are not a zone. An assignment of one gives UTC, as every other value that is not a zone.
A start with a TZ that is left to the host no longer resets the date caches. It costs what it costs on main (:/etc/localtime: 3,156,438 and 3,126,042 user instructions, a rule value: 3,165,809 and 3,167,880).
The lengths of the prefixes come from the literals.
The table in the Notes of the description has the new numbers for every row.
… clause of the reader
- A value after "posix/" or "right/" is a file name. It is not read as a
POSIX value: "posix/MSK-3" is not a zone, as for date(1) and Node.
- "GMT3" needs no guard, because ICU does not take it. A zero offset needs
no special case: "Etc/GMT-0" is UTC.
- The three starts give an empty TZ to the reader, which sets nothing for it.
- invalidateLiveDateInstanceCaches() skips the walk over the live Dates when
no Date has cached a local time. These are the three lines of #46614, so a
start that sets a zone costs less than on main, in any order of the merges.
- Tests: a row for each clause of the reader, a start that leaves a value to
the host, bun repl, the start of bun test, an empty TZ with --isolate.
- Docs: the range of a POSIX value, and the starts that do not read one.
The reader of a POSIX value took two digits for the hours, so "GMT+0000"
had "00" left over and went to the host. It gave UTC before this branch.
Now "GMT+0000" and "UTC+0000" are UTC and "XYZ-003" is three hours east,
as for date(1). A field over its limit is still not a POSIX value, and a
long number does not wrap.
The reason will be displayed to describe this comment to others. Learn more.
Nothing blocking. The comments below are optional suggestions. There is no need to push a fix for them before merging.
Beyond the inline findings, I also traced the new all-digit consumeNumber in parsePosixStandardTime (src/jsc/bindings/JSEnvironmentVariableMap.cpp) for overflow and range: the running value is clamped at max + 1 before each multiply, so a long digit run cannot wrap, XYZ-25 and XYZ-003 resolve as rejected and three hours east, and GMT+0000 now reaches zoneIDForWholeHoursWest(0) as Etc/GMT-0. I also checked that an empty TZ from the three Rust start sites takes the Start path with no override set and returns before any Date-cache reset.
Extended reasoning...
The latest push changes only the hour/minute digit reader of the POSIX TZ parser and its tests; the two inline findings this run are a pre-existing gap in the compiled-executable start path and a comment nit on the new source lint. The change also edits packages/bun-types/bun.d.ts, which CODEOWNERS assigns to a named owner, so a human review is required regardless.
After stripping the prefix, posix/America/New_York becomes the valid ICU zone America/New_York. WTF::setTimeZoneOverride accepts and stores that canonical zone, so the helper returns before host handling. Startup and process.env.TZ assignment can therefore install an override instead of preserving the path for libc.

On the CodeRabbit finding about posix/ and right/ (outside the diff): not changed.
Nothing in this path gives the value to the C library. With no override, JavaScriptCore takes the zone from ICU, and ICU removes posix/ and right/ itself (skipZoneIDPrefix() in putil.cpp). So a value of the environment gives the same zone with the override and without it.
A value in .env or in an assignment reaches only Bun. If Bun left it to the host, TZ=posix/Europe/Moscow in .env would give the zone of the host. Node gives Europe/Moscow for that value.
The test has rows for both prefixes from the environment, from .env and from an assignment.
src/runtime/cli/run_command.rs: main moved the start-up read of `TZ`
into `set_time_zone_from_env`, which `boot_standalone` also calls. The
helper hands every value to `set_time_zone`, as the other callers of
this branch do.
… at start
`boot_standalone` reads `TZ` through `set_time_zone_from_env` when the
executable holds a compiled program, so an executable built with
`--aot` reads a POSIX value at start as `bun run` does. The guide and
the JSDoc of `Env.TZ` say so, and the guide links the page of
executables at its new path.

TZ=MSK-3 bun -e 'console.log(new Date().getTimezoneOffset())'prints0(Node:-180), andprocess.env.TZ = "MSK-3"keeps the previous zone. mainat 8d5672c (#45631).mainmoved the start-up read ofTZintoset_time_zone_from_env, andboot_standalonecalls it for an executable that holds a compiled program. So an executable built with--aotreads a POSIX value at start, and the guide and the JSDoc ofEnv.TZnow say that only an executable built without--aotdoes not.The report
TZ=:/etc/localtimelike Node.js #3649, and its closing comment says that the POSIX values are a different problem and asks for a separate issue. Nobody opened one, so no issue tracks them. This PR is the record.TZ=:/etc/localtimelike Node.js #3649 (TZ=:/etc/localtime) is not fixed here and stays open. What changes
The values are
getTimezoneOffset()at 09:00 local time on 2026-01-15 and on 2026-07-15. Linux x64, glibc. The host is UTC:/etc/localtime -> /usr/share/zoneinfo/Etc/UTC. A bold cell is a change from main. In the assignment column the process starts withTZ=America/Los_Angeles(480/420) and then assigns the value. There,480/420is the previous zone on main, and the zone of the host with this PR.TZdate(1).envEurope/Moscow:Europe/MoscowMSK-3JST-9EST5XXX+13GMT+3<+03>-3IST-5:30EST5EDTEST5EDT,M3.2.0,M11.1.0CET-1CEST,M3.5.0,M10.5.0/3:/usr/share/zoneinfo/America/New_York/usr/share/zoneinfo/America/New_York:/tmp/copy-of-America-New_York:/tmp/symlinkeurope/paris:MSK-3posix/MSK-3PSTGMT+5:30GMT+0000XYZ-003GMT+13Of the first 17 rows, the rows that differ from

GMTrows need a host that is not UTC to show at a start. With/etc/localtime -> Europe/Berlin(-60/-120) in a private mount namespace, andTZnot set at the launch for the.envand assignment columns:TZdate(1)GMT+5:30.env, assignment, bun test)GMT+13.env, assignment)On main, ICU takes each of these as a custom ID, and JavaScriptCore turns an override with no IANA name into UTC. Here the
GMT±nguard keeps them from ICU, and a value that is not whole hours fromXYZ-14toXYZ12stays with the host.TZ=GMT+5:30 bun testran on UTC on every machine, and now runs on the zone of the machine.GMT+0530does the same at a start.GMT+0000andUTC+0000are UTC, as fordate(1): the reader takes every digit of the hours, as the C library does.Where an assigned value differs from Node
Node writes the value to the C environment, then calls
tzset()and tells V8 to read the zone again (node_env_var.cc#L78-L105). For a name that no zone has, that gives UTC, and Bun gives UTC too. Node v26.3.0 on the Berlin host, for the values that the test has:<+03>-3,<-03>3,XYZ-0:00:00,XYZ-003,GMT+0000/etc/localtimedate(1)XYZ-15,XYZ+13,XYZ-24,GMT+13, a tzfile path""XYZ-25XYZ-3:60,XYZ-4294967299/etc/localtimeCSTAmerica/Chicago(ICU's name), as on mainFor Node, the zone of the host after an assignment is the zone of
/etc/localtime. For Bun it is the zone that the process started with, because Bun does not write the C environment (#42891).What is not here
IST-5:30andXXX+13are a limit of the current WebKit pin for every writer: JavaScriptCore turns the overrideGMT+05:30into UTC. With [JSC] The host time zone is not UTC when ICU has no name for it WebKit#890 that override is the zone. The PR that moves the pin can then giveGMT±hh:mmfor astd offsetwith no IANA name. That PR also carries the rows for the environment. SupportTZ=:/etc/localtimelike Node.js #3649 stays open until then..envor in an assignment, the zone stays the one of the host, because the C library reads only the environment (process.env runtime mutations don't propagate to native environ (getenv/std::env::var/NAPI addons) #42891, draft process.env: write through to the OS environment on POSIX, match Node name and value rules #40571).process.env.TZ = ""gives the zone of the host, as on main. Node gives UTC. process.env: delete resets native state for proxy vars, BUN_CONFIG_VERBOSE_FETCH and launch-time TZ, and later writes stay live #35003 proposes UTC. This PR does not decide that.PSTisAmerica/Los_Angeles,CSTisAmerica/Chicago,BSTisAsia/Dhaka. Node anddate(1)give UTC for them. Main does the same as this PR, and the test has a row forCST.:MSK-3givesEtc/GMT-3on every platform. This is what glibc does: it reads a POSIX value after:when no tzfile has that name.TZ:bun run,bun test, bun repl, and an executable built with--aot(main added that call in Compile TypeScript to machine code ahead of time:bun build --compile --aot#45631). An executable built without--aotand a macro underbun builddo not (checked before the merge with main:TZ=MSK-3gives 0 there, and a zone name works). By the source, the prerender ofbun build --appdoes not either. This PR adds no call toboot_standalone(ai slop #35125).process.env.TZ = "EST5EDT"gives UTC in CI: the system ICU takes the name, and JavaScriptCore then has no zone for it. It passes on macOS 26.6.1. Main gives the same value to the same ICU call, so this PR does not change it. The test leaves that row out before macOS 26. [JSC] CET, EET, MET and WET are aliases of their city zones with every tz data WebKit#897 has a change for it (draft pin bump: Bump WebKit (oven-sh/WebKit#897 preview):CET,EET,METandWETare aliases of their city zones with every tz data #46821).setTimeZone()ofbun:jsckeeps ICU's syntax. It changes in one point: it rejects a value of more than 128 characters before ICU makes a copy of it.What stays and what is a bridge
TZof the real environment on Linux and macOS, the defect is in JavaScriptCore: it finds the zone of the host by name only. [JSC] The host time zone is not UTC when ICU has no name for it WebKit#890 (draft) repairs that. Thejscshell of that branch gives the offsets of this PR for the 16 translated values of the test, with no Bun code. It also gives thedate(1)offsets forIST-5:30,XXX+13,GMT+5:30andGMT+13. So for a value of the environment the reader is a bridge until the pin has Bun.write to redirected stdout writes to beginning of file #890.GMT±nguard, and the reader for a value that only Bun sees (.env, an assignment, and every value on Windows, where ICU does not readTZ).Order of the merges
invalidateLiveDateInstanceCaches(). The two PRs merge in any order with no conflict. Skip the walk over live Dates at a time zone change when no Date has cached a local time #46614 also has the tests for those lines.TZtoWTF::setTimeZoneOverride(), and ICU admitsGMT+3as a custom ID, three hours east. JavaScriptCore turns that override into UTC today. With Bun.write to redirected stdout writes to beginning of file #890 it is the zone, soTZ=GMT+3would be three hours east, wheredate(1)and Node on Linux give three hours west.isPosixOffsetFromGMT()keeps the value away from ICU.boolthatset_time_zone()no longer returns:if !global.set_time_zone(tz) { let _ = global.set_time_zone(b""); }inrestore_test_time_zone()(VirtualMachine.rs:6514of a346623). After this PR that function is oneglobal.set_time_zone(tz)call, because a miss at a start already gives the zone back to the host.process.env.TZ = "", and itsdelete process.env.TZalso unsets theTZof the C environment. Main and this PR give the zone of the host for both. ItsapplyTZFromString()andclearTZ()callWTF::setTimeZoneOverride(). The review of the first draft (this change, oven-sh/WebKit#890 and a preview pin as one PR) said to split it. The eight concerns that apply to this part:
