Reworked: #936 landed the four US names, so this PR has only CET, EET, MET and WET.

Problem

  • Where ICU's tz data is older than 2024b, TZ=CET gives UTC, and timeZone: "CET" throws RangeError: invalid time zone: CET. EET, MET and WET do the same.
  • Such data has the names as zones of their own, and the zone table drops a canonical ID with no / (isValidTimeZoneNameFromICUTimeZone, runtime/IntlObject.cpp:1969).
  • The macOS 15.7.7 guests of Bun's CI have such data in the system ICU (tz 2024a).

Fix

Background

  • Bump bundled ICU to 79.1 #936 added the map for EST5EDT, CST6CDT, MST7MDT and PST8PDT. A name in it keeps its name, is not listed, and ICU gets the city zone.
  • Considered this PR's earlier table (primaryOfLegacyZone, opensAsPrimary): a second implementation of the rule of Bump bundled ICU to 79.1 #936.

Downsides

  • With such data a name follows its city zone in old years too: WET is GMT+1 in January 1994, as Lisbon was, and the zone of its own has GMT+0.
  • The rows are a copy of tz links. If tz links a name to another zone, a row needs an edit.
  • jsc has 320 bytes more text. Each call of the map has four more string comparisons.
Notes

What it gives

Bun on Linux x64 (bundled ICU 79.1). ICU_TIMEZONE_FILES_DIR makes ICU read tz resource files from a directory (tzdata/icunew/<version>/44/le of unicode-org/icu-data). The values are getTimezoneOffset() for 09:00 local time on 2026-01-15 and 2026-07-15, the zone of Intl.DateTimeFormat(), and the timeZone: "CET" option, all with TZ=CET:

tz data main (8c6c963) this PR
bundled (tz 2026e), tz 2026c -60 / -120, Europe/Brussels, option accepted no change
tz 2024a 0 / 0, UTC, RangeError -60 / -120, Europe/Brussels, option accepted
  • The four US names give their city zones with each of these, before and after.
  • The name stays CET as a timeZone option and as a Temporal time zone ID, and equals Europe/Brussels in Temporal.
  • Intl.supportedValuesOf("timeZone") does not list the names, before and after.
  • EST, MST and HST need no row. With tz data older than 2024b ICU has them as aliases of Etc/GMT+5, Etc/GMT+7 and Etc/GMT+10, and they work before and after (tz 2018f, 2021a, 2023c, 2024a).
  • test262 intl402/Temporal/ZonedDateTime/links.js expects these links: CET and MET to Europe/Brussels, EET to Europe/Athens, WET to Europe/Lisbon.

Old years

With tz 2024a files, the offset at 12:00 UTC on 1925-01-15, 1975-07-15 and 1994-01-15:

name this PR (the city zone) the zone of its own (Node 26.3.0 with the same files)
CET, MET GMT+0, GMT+1, GMT+1 GMT+1, GMT+1, GMT+1
EET GMT+2, GMT+3, GMT+2 GMT+2, GMT+2, GMT+2
WET GMT+0, GMT+1, GMT+1 GMT+0, GMT+0, GMT+0

The left column is also what every build with tz 2024b or later data gives, with and without this PR: there the names are links.

Measurements

jsc of the Linux x64 lto-aot lane, and two release builds of Bun (Linux x64) that differ only in the WebKit commit: 8c6c963 and this PR.

  • jsc: 54,004,060 -> 54,004,380 bytes of text (size). Bun: 138,087,639 -> 138,087,895.
  • In Bun the map is now a function of its own, mapPOSIXStyleTimeZoneToPrimary (1,094 bytes): before, the compiler had it inline in its two callers. toPrimaryIanaTimeZoneIdentifier: 3,578 -> 3,267 bytes. TimeZone::toICUString: 1,949 -> 1,417 bytes. intlResolveTimeZoneID: 813 -> 813 bytes. The function that builds the table: 8,218 -> 8,218 bytes.
  • per call of the map: up to four more string comparisons, and a call where the code was inline. The map runs for each name in the table build (once per process), once when the zone of the process is looked up, and once per TimeZone::toICUString().
  • table build, once per process: 21,094,184 instructions before, 21,069,696 after (instructions:u, median of 20 interleaved runs, spread 76,583 to 140,651). The difference is below the spread.
  • 2000 Intl.DateTimeFormat calls with a timeZone option: 348,886,811 instructions before, 349,016,284 after. The difference is below the spread of the runs (3.4 to 3.5 million).
  • 642 zone IDs (every ID that ICU 76 lists with its own, tz 2018f, tz 2024a, tz 2026c and tz 2026e data, and five more): with bundled, tz 2026c and tz 2026e data no result differs between the two builds of Bun. With tz 2018f and tz 2024a only CET, EET, MET and WET differ.
  • All eight names give their city zone with tz 2018f, 2021a, 2023c, 2024a, 2024b, 2025c, 2026a, 2026c, 2026d, 2026e and the bundled data. Main fails the four names with the first four.

History

  • Bun 1.3.13 gives -60 / -120 and the zone name CET for TZ=CET (bundled ICU 75.1, tz 2024a). Bun 1.3.14 gives 0 / 0, UTC and the RangeError on the same data: its WebKit upgrade made the zone table the only lookup.
  • Before the rework this PR had an eight-name table of its own (primaryOfLegacyZone, TimeZoneEntry::opensAsPrimary, a step in retrieveTimeZoneInformation), a test with a tz 2024a timezoneTypes.res, and a section in BUN-TEST-DIFFERENCES.md. All of that is gone. The branch is one commit on top of 8c6c963, the commit that Bun pins.
  • Intl: accept legacy IANA primary zones (CET, CST6CDT, EET, EST5EDT, MET, MST7MDT, PST8PDT, WET) #227 proposes the opposite rule for the eight names (primary identifiers). Bump bundled ICU to 79.1 #936 and this PR replace it.

The test

  • JSTests/stress/intl-timezone-posix-style.js runs with the bundled tz data in CI, where the four names are links. So it passes on main there too. It holds the names to the same checks as the US names. The test lane of this PR passes.
  • The failure needs tz data older than 2024b. By hand, ICU_TIMEZONE_FILES_DIR with zoneinfo64.res and timezoneTypes.res of tz 2024a gives it: main's jsc (8c6c963) throws RangeError: invalid time zone: CET, and this PR's jsc passes the test.
  • Bump WebKit (oven-sh/WebKit#897 preview): CET, EET, MET and WET are aliases of their city zones with every tz data bun#46821 has that as a test, and it also runs with the system ICU on the macOS lanes. It passes on macOS 15.7.7 (arm64) and 15.7.9 (x64), where the system ICU has the four names as zones of their own (Bun build 135538).

Preview build of e404922: autobuild-preview-pr-897-e4049228

robobun added a commit to oven-sh/bun that referenced this pull request Oct 25, 2026
WEBKIT_VERSION is the preview build of oven-sh/WebKit#897 with its new
rule. Where ICU holds EST5EDT, CST6CDT, MST7MDT, PST8PDT, CET, EET, MET or
WET canonical, the name is an alias of the city zone that tz 2024b to
2026c links it to, not a primary identifier, and ICU opens the city zone
(tc39/ecma402#1103).

The tests expect the same values with every tz data: the city zone as the
zone of the process, the name kept as a timeZone option and as a Temporal
time zone ID, the name of the city zone's standard time, and no such name
in Intl.supportedValuesOf("timeZone"). They also cover Bun.cron. On macOS
the test prints the tz data version of the system ICU.

Review in Change Stack →

Walkthrough

The change maps eight legacy time-zone names to primary identifiers in Bun-specific JavaScriptCore code. It adds a test for alias behavior and time-zone conversions, configures the test with specific ICU time-zone data, and updates documentation with the mappings and test guidance.

Changes

Legacy time-zone handling

Layer / File(s) Summary
Map legacy names during time-zone enumeration
Source/JavaScriptCore/runtime/IntlObject.cpp
The enumeration code maps eight legacy names to primary identifiers and stores an opensAsPrimary flag on the resulting time-zone entries. For flagged entries, TimeZone::toICUString() returns the primary identifier.

Explanation

The changes stay focused on the eight legacy time-zone names. IntlObject.cpp adds their mappings and lookup behavior. JSDateMath.cpp fixes the related process-default time-zone resolution. The new complex test, ICU fixture license, test configuration, and A10 documentation support this time-zone behavior. No unrelated product area is changed.

The description is detailed, on-topic, and explains the problem, fix, behavior changes, testing, performance impact, compatibility considerations, and implementation history. It does not include the template’s bug title, Bugzilla link, Reviewed by line, or a formal changed-file/function list, but the core required technical information is substantially complete.

Full details: Linked Issues check

Explanation

The directly linked issue [#227] requires the eight names to be primary identifiers, to round-trip from resolvedOptions().timeZone, and to appear in Intl.supportedValuesOf("timeZone"). The implementation maps these names to city zones and marks them with opensAsPrimary; it therefore treats them as aliases, not primary identifiers. The added test also requires each alias to remain absent from Intl.supportedValuesOf("timeZone"). The names remain usable and round-trip as input, but the primary-identifier and supported-values requirements are not met.

Resolution

Implement [#227]'s requested primary-identifier behavior for all eight names. Ensure case-insensitive input resolves to the canonical name and ensure all eight names appear in Intl.supportedValuesOf("timeZone").

Beyond the inline finding, I also checked that every ICU open of a named zone goes through TimeZone::toICUString() (JSDateMath.cpp:575, IntlDateTimeFormat.cpp:978/1091/1758/2633, TimeZoneICUBridge.cpp:81) so the opensAsPrimary redirect is not bypassed anywhere, and that the new retrieveTimeZoneInformation() step is a no-op for the default UTC id and for hosts whose ICU primary is already a table primary, so only the eight rows change host-zone behavior. The complex.yaml plumbing also resolves: prepareExtraRelativeFiles(["../icu-tz-2024a/timezoneTypes.res"]) copies from JSTests/complex/icu-tz-2024a/ into .tests/complex/, which is the run cwd for the relative ICU_TIMEZONE_FILES_DIR, and the array form of the env argument is splatted the same as the existing string form.

Extended reasoning...

The change adds a hard-coded eight-row alias table and an opensAsPrimary flag in Source/JavaScriptCore/runtime/IntlObject.cpp, redirects ICU opens for those aliases to the city zone, collapses the host zone to its primary in Source/JavaScriptCore/runtime/JSDateMath.cpp, and adds a complex test with a vendored tz 2024a timezoneTypes.res. It touches no security-sensitive surface. A confirmed inline finding exists and the change is a deliberate divergence from ICU and Node behavior resting on a design decision, so a human should weigh it; the ruled-out items above are the concrete extra checks from this run.

…y tz data

tzdata before 2024b has these four names as zones of their own. From 2024b on it links them to Europe/Brussels,
Europe/Athens and Europe/Lisbon. Where ICU has the older data it holds the names canonical, and the zone table has no
entry for a canonical ID with no '/': TZ=CET gives UTC, and the name is a RangeError. The system ICU of a Mac can have
such data (macOS 15.7.7 has tzdata 2024a).

mapPOSIXStyleTimeZoneToPrimary() gets four rows for them, beside the rows for EST5EDT, CST6CDT, MST7MDT and PST8PDT.

I reviewed the rebased version of this PR (now a four-name extension of mapPOSIXStyleTimeZoneToPrimary on top of main's US four) and found no bugs; since it changes which rules ICU applies for CET/EET/MET/WET on older tz data and the paths are under JSC code ownership, a human look is still worthwhile.

What was reviewed:

  • The four link targets match tz 2024b's backward file (CET and MET to Europe/Brussels, EET to Europe/Athens, WET to Europe/Lisbon), and the test's July-2025 offsets (-120/-180/-120/-60) are the summer offsets of those zones.
  • The table build: a slash-less canonical name is dropped in step 1 and re-added in step 2 as an alias of the mapped primary, and toICUString() and the host-zone lookup in JSDateMath.cpp both go through the same map, so the formatter, Temporal and TZ=CET resolve to the same city zone.
  • Not covered by this change (pre-existing): EST, MST and HST are also 2024b links (America/Panama, America/Phoenix, Pacific/Honolulu) but are not in the map, so on pre-2024b ICU data timeZone: "EST" still throws.
Extended reasoning...

The diff adds four names (CET, MET, EET, WET) to the static POSIX-style-to-primary map in Source/JavaScriptCore/runtime/IntlObject.cpp, four rows to JSTests/stress/intl-timezone-posix-style.js, and one sentence to JSTests/BUN-TEST-DIFFERENCES.md; the earlier, larger design (opensAsPrimary, primaryOfLegacyZone) described in the PR text is no longer in the diff, as main already maps the US four. It touches no security-sensitive surface. The change is small and mechanical and I found no defects, but /Source/JavaScriptCore and /JSTests are covered by .github/CODEOWNERS, and the change deliberately alters historical offsets for these names on ICU builds whose tz data predates 2024b, which is a behavioral decision a maintainer should confirm.

…th every tz data

WEBKIT_VERSION is the preview build of oven-sh/WebKit#897 at e4049228. That is
the commit that main pins, plus four rows in the map of zone names that #47281
brought for EST5EDT, CST6CDT, MST7MDT and PST8PDT.

tz data before 2024b has CET, EET, MET and WET as zones of their own. ICU then
holds the names canonical, and JavaScriptCore has no zone for a canonical ID
with no '/': TZ=CET gave UTC, and the name was a RangeError as a timeZone
option, in Temporal and in Bun.cron. The system ICU of a Mac can have such
data.

The new tests run with zoneinfo64.res and timezoneTypes.res of tz 2024a
(ICU_TIMEZONE_FILES_DIR), and with the tz data of the machine. Two seeds of
the AOT fuzzer that use CET and WET are no longer left out.

Nothing blocking. The comments below are optional suggestions. There is no need to push a fix for them before merging.

Beyond the inline finding, I checked the two remaining consumers of mapPOSIXStyleTimeZoneToPrimary in the reworked design: the table build only classifies the four names as aliases when the mapped city zone is already in the primary set and otherwise skips them at Source/JavaScriptCore/runtime/IntlObject.cpp:2142 (no assert path), and TimeZone::toICUString hands ICU the city zone, so the formatter, Temporal and the host-zone lookup agree on tz data on either side of 2024b. Case-insensitive input resolves to the stored canonical-case entry before the map runs, so "cet" takes the same path.

Extended reasoning...

The PR adds four rows to the existing POSIX-style alias map in IntlObject.cpp, four matching rows to the stress test, and one sentence to BUN-TEST-DIFFERENCES.md; no security-sensitive surface is touched. The reported inline finding is pre-existing scope (EST/MST/HST) rather than a defect in the diff, and the earlier opensAsPrimary machinery is gone in this rework, but /Source/JavaScriptCore and /JSTests are CODEOWNERS paths, so a human sign-off is still appropriate.
