test: remove the Windows skips that are not needed - #46479
Removes 288 of the 991 Windows skips in the test suite, so those tests now run on Windows. Many of these skips had reasons that nobody had checked in a long time. Only test files change.
A skip is removed only if both of these hold:
Its tests ran and passed on Windows Server 2019 x64 and Windows 11 arm64 in every build since the skip was removed.
The comment that explained the skip is no longer true. For example, tests marked "too slow on Windows CI" take under 25 seconds there, and several marked "TODO: fix on Windows" pass.
Only the Windows term goes, so skipIf(isWindows || isRoot) becomes skipIf(isRoot). The same applies to todoIf, if, early returns and if (!isWindows) guards inside tests. The guard that Bun added to the vendored test-process-exit-code.js and test-cluster-inspect-brk.js also goes. 32 comments that explained a removed skip are removed or rewritten.
What stays skipped, out of the 987 skips that existed when this started:
604 fail on Windows: 516 outright, 54 in part, 23 by hanging, and 11 on one of the two lanes only.
13 pass, but the reason for the skip still holds. They depend on timing or on the machine, or check nothing on Windows.
About 45 never run on Windows CI, because another condition also skips them, such as !isASAN or a fault injector that is not available there.
The rest are flaky, have no usable result, or are guards in helper functions.
Things to know when reviewing:
23 of the tests that now run need Unix tools such as sh, mkfifo or head on PATH. CI has them. A Windows machine without them fails these tests.
Some of the tests that now run create symlinks, which needs Developer Mode or elevation on Windows.
The 54 groups that pass in part stay skipped as a whole. Moving each skip down to the tests that fail is left for a follow-up.
How did you verify your code works?
Build 130795 ran with every Windows skip removed, to see what fails. Each later build put back the skips that had failed, until build 131116 passed all 181 jobs. Build 131622, after another merge of main, had 179 jobs passed and none failed when I last looked.
The last commit only puts skips back as they are on main and edits comments. It has not finished a build yet.
About 1,000 tests, or parts of tests, are skipped on Windows, and nobody has checked recently whether each skip is still needed. This removes all of them so that CI shows which ones really fail.
- Removes the Windows term from `skipIf`, `todoIf`, `if`, ternaries, early returns and `if (!isWindows)` guards. Other terms stay: `skipIf(isWindows || isRoot)` becomes `skipIf(isRoot)`.
- Removes the Windows guards that Bun added to 10 vendored Node.js tests. Skips that come from Node.js itself stay.
- Leaves Windows-only, Linux-only and macOS-only tests alone.
Not meant to merge as is: skips that CI proves necessary go back in.
With every Windows skip removed, 13 of the 16 Windows test jobs in build 130795 hit the job timeout, so about 80 of the edited files never ran. This restores the skips that build showed are needed, which leaves time for the rest to run.
- Restores 430 skips whose tests failed or were flaky on Windows Server 2019 x64 or Windows 11 arm64.
- Restores 46 skips in files that never finished, where the test also did not pass locally.
- Keeps every other skip removed, including in all files that have not run yet.
- Removes two Windows skips that came in with the merge of main.
- Repairs two comments whose lines the formatter had swapped.

test: run every test that is skipped on Windows
test: remove the Windows skips that are not needed
Oct 22, 2026
Build 130824 ran almost every edited file on both Windows lanes, so nearly every Windows skip now has a result. This keeps a skip removed only where its tests ran and passed on Windows Server 2019 x64 and Windows 11 arm64.
- Restores 82 skips that already failed in build 130795. They were missed because CI test names were matched to skips wrongly for tests nested in more than one `describe`.
- Restores the skips that failed for the first time in build 130824, in files that had not run before.
- Restores 32 skips whose tests never run on Windows CI because another condition skips them, such as `!isASAN`.
- Restores the "pipe backpressure" skip in process-stdin.test.ts. Those tests pass, but two other tests in the file fail while they run.
- Restores the Windows guard in the 8 vendored Node.js tests that listen on a named pipe. They fail with ENOENT.
…eeded
In build 130837 only three edited files still failed on Windows.
- lint.test.ts: the test links package.json to `/dev/null`, which is `C:\dev\null` on Windows. It passed before only because another test, skipped again since, had left a file there.
- node-tls-server.test.ts: the test failed on Windows 11 arm64. As its comment says, Windows drops unread data when the client resets, so whether it passes depends on timing.
- fuzzy-wuzzy.test.ts: the file hangs on both Windows lanes in every build, as its comment says.
…ments
I read the comment above every test that this branch runs on Windows again. Some tests pass in CI although the reason for their skip is still true, so those skips go back.
- Never ran on Windows CI, so nothing was verified: the ten `*-syscall-fault` files (the fault injector is not available there), 29925.test.ts (no Redis) and native-plugin.test.ts (left out by `test/expectations.txt`).
- Check little or nothing on Windows: tty-readstream-ref-unref.test.ts (no `/dev/tty`, exits early), 29181.test.ts (no way to count open files) and a bun-install-staging test whose script is written for POSIX sh.
- Depend on timing or on the machine: 39846.test.ts, socket-retention.test.ts, message-port-context-destroy-leak.test.ts, the keep-alive timer test in node-http-backpressure.test.ts, the locale tests in intl.test.ts, two bun-patch tests that need git's `core.symlinks`, and the stderr backpressure test in spawn-stdin-readable-stream.test.ts. For the last one, the Windows pipe reader still ignores the signal to stop reading.
Removes or rewrites 32 comments that explained a skip that is gone, such as "too slow on Windows CI" on tests that take under 25 seconds there.
This pull request enables selected tests across CLI, Bun runtime, Node compatibility, SQL, web, and regression areas to run on Windows or other additional platforms. It removes platform skips and updates some conditional assertions. Most test bodies and expectations remain unchanged.

Is your feature request related to a problem? Please describe.
fs.chmod currently behaves a bit odd across different platforms:
On linux and unix like system it behaves as expected if mode<=777.
On windows on the other hand it ignores the group and other permissions, and changes the 'read-only' attribute. This is problematic because:

Hi! I've implemented a fix for this in PR #64453.
I added a Windows-specific helper `ClearReadOnlyAttributeW` in `src/node_file.cc` that is invoked if the standard `std::filesystem::remove` or `std::filesystem::remove_all` fails with `std::errc::operation_not_permitted` (EPERM).
On Windows, `libc++`'s filesystem implementation does not clear the `FILE_ATTRIBUTE_READONLY` attribute before deleting a file (unlike MSVC's STL which does). My helper manually detects if the read-only attribute is present, clears it recursively (or for a single file/symlink), and retries the removal operation.
This brings Node.js builds compiled under `libc++` (such as Electron) to parity with standard MSVC STL builds.
I verified the fix with a new test case in `test/parallel/test-fs-rm.js` targeting read-only file/directory removal, and confirmed that all code style (`cpplint` / `eslint`) rules pass cleanly.

Make the Windows fixture deny directory writes.
On Windows, chmodSync(..., 0o555) changes the read-only attribute. It does not create an ACL that denies creating or deleting directory entries. These tests can therefore pass without checking a write-protected directory. Restore the Windows skips until the fixtures use an ACL that denies writes.

Keep the Windows flaky-test guard unless this test is stable.
The base revision marks this test with todoIf(isFlaky && isWindows). This change removes only that guard and the isFlaky import. If the original flakiness remains, the Windows suite can fail intermittently. Restore the guard until the flakiness has a fix or stable Windows coverage.
🐛 Suggested fix

Make the .bun-tag link target resolve on Windows, or the traversal check can pass without running.
On Windows, victimPath starts with a drive letter and uses backslashes, for example C:\Users\...\bun-tag-victim-x.txt. victimPath.replace(/^\/+/, "") removes only leading forward slashes, so the drive prefix stays. The linkname becomes l30/C:\Users\.... A colon in a non-leading path component, combined with backslash separators, does not name victimPath.
The only assertion on the victim file checks that its content is still "original-content". If the link does not reach the victim, that assertion passes whether or not the extractor blocks the traversal. The other assertions check only that package.json is accessible and that the install exits with code 0. A regression in the extractor could therefore go unnoticed on Windows.
createTarHeader also writes only the first 100 bytes of linkname. A long Windows temp path can exceed that limit and cut the target without an error.
Strip the drive prefix and convert backslashes to forward slashes. Then assert that the generated linkname is at most 100 bytes, so truncation fails the test instead of changing the target.

Update the `.bun-tag` linkname construction in this traversal test to remove any
Windows drive prefix and normalize backslashes to forward slashes before
building the relative target. Add an assertion that the generated linkname is at
most 100 bytes, matching the limit used by `createTarHeader`, so truncation
cannot silently invalidate the test target.

Restore the Windows skip for the backslash directory-name tests.
On Windows, \ is a path separator and cannot appear in a file or directory name. The fixture "a\\b/package.json" therefore becomes nested a/b/, and cwd"a\\b" resolves to that same nested directory. The test at line 688 passes on Windows without checking that a backslash is not a separator. The --cwd block at line 700 has the same gap. Its file's own comment gives the skip reason: the tool treats a backslash as a separator. That reason also applies on Windows, so the skip should stay.

- describe.skipIf(command === "check")("a backslash in a directory name with --cwd", () => {+ describe.skipIf(isWindows || command === "check")("a backslash in a directory name with --cwd", () => {

Keep the unreadable-config cases gated on Windows.
run() writes UNREADABLE as a comment-only file and then calls chmodSync(path, 0o000). On Windows, this does not deny reads. Each file can remain a valid empty configuration, so both groups can pass with installed without testing unreadable configuration handling.

Keep the 8-second child-process hang check and remove only the trailing 20_000 argument so Bun's test runner controls the timeout.

🔴 Windows developers with Chrome or Edge on PATH now get a failing "chrome: screenshot encoding options" test that the base branch skipped. The block at test/js/bun/webview/webview-chrome.test.ts:274 calls view.screenshot({ encoding: "shmem" }), and on Windows that call throws ERR_METHOD_NOT_IMPLEMENTED with the message encoding: "shmem" is not supported on Windows (src/runtime/webview/JSWebViewPrototype.cpp:311-315). Windows CI never ran this: the file's it is test.todo there because of edgeAsLocalSystem at line 162-167, so the PR's "passed on Windows" criterion does not hold for it. Fix: restore the process.platform !== "win32" guard around the shmem block (or assert the ERR_METHOD_NOT_IMPLEMENTED rejection on Windows), and drop the now-orphaned bare { ... } block.
Why this was flagged
On a Windows machine where findChrome() finds chrome, chromium, brave or msedge and homedir() is not the LocalSystem profile, it at test/js/bun/webview/webview-chrome.test.ts:167 is the real test, so "chrome: screenshot encoding options" runs. Line 275 calls view.screenshot({ encoding: "shmem" }). src/runtime/webview/JSWebViewPrototype.cpp:310-315 rejects that encoding on Windows with ERR_METHOD_NOT_IMPLEMENTED, so the await throws before expect(typeof shm.name).toBe("string") at line 276 and the test fails. The base branch wrapped lines 275-281 in if (process.platform !== "win32"), so the test passed there. The PR's verification builds could not catch this: on Windows CI edgeAsLocalSystem at lines 162-166 is true, so every test in this file is test.todo and never executes the removed guard.
Verification: test/js/bun/webview/webview-chrome.test.ts replaces if (process.platform !== "win32") { with a bare { at line 274, so line 275 now executes on win32. The runtime rejects that on Windows (src/runtime/webview/JSWebViewPrototype.cpp:310-315), so "chrome: screenshot encoding options" fails. On Windows CI it is test.todo via edgeAsLocalSystem (lines 162-167), so the body never executed.

🔴 Anyone running the source-lint tests on a Windows machine now gets a failing describe block that the base branch skipped there. resolveConfig only sets crossTarget when the host is not Windows (scripts/build/config.ts:1206), so on a Windows host test/internal/source-lints/windows-cross-config.test.ts:82 sees undefined instead of "x86_64-pc-windows-msvc". This file never runs on Windows CI (excluded in .buildkite/ci.ts:890, run on ubuntu in .github/workflows/source-lints.yml:69), so the PR's "passed on Windows" criterion could not have been checked. Fix: restore describe.skipIf(isWindows) for this block, or make the host injectable so the cross-compile path is exercised on every host; the header comment at lines 7-11 still says it is skipped on Windows.
Why this was flagged
A developer on a Windows host runs bun test test/internal/source-lints/ (the command in .github/workflows/source-lints.yml:87). test/internal/source-lints/windows-cross-config.test.ts:80 calls resolveWindowsCross(), which calls resolveConfig with os: "windows". resolveConfig computes host via detectHost() (scripts/build/config.ts:936), which reads node:os platform, so host.os is "windows". The cross-target branch at scripts/build/config.ts:1206 is if (windows && host.os !== "windows"), so crossTarget stays undefined. The assertion at line 82, expect(cfg.crossTarget).toBe("x86_64-pc-windows-msvc"), fails. On the base branch the whole describe was describe.skipIf(isWindows) and reported skipped. Buildkite excludes internal/source-lints (.buildkite/ci.ts:890) and the GitHub workflow runs only on ubuntu-latest, so no Windows CI run ever exercised this block; the removal was not covered by the PR's verification. The file header (lines 7-11) still documents the skip.
Verification: Trigger: bun test test/internal/source-lints/ on a Windows machine. describe.skipIf(isWindows) becomes a bare describe at test/internal/source-lints/windows-cross-config.test.ts:78. crossTarget is gated host.os !== "windows" at config.ts:1206, so line 82 fails. Buildkite excludes it (.buildkite/ci.ts:890), so CI stays green while Windows runs now fail where the base branch skipped them.

🔴 Windows developers running this file locally now get three "dev server" tests that fail or hang, where the base marked them todo there, and no CI lane can have verified them. test/cli/create/create-jsx.test.ts:129 (and :196, :262) keeps todoIf(isCI), so on every Buildkite lane these tests are skipped as todo and never ran; the PR's own pass criterion cannot have applied. The sibling "build" test at :164 starts with the same bun create ./index.jsx plus getServerUrl and stays todoIf(isWindows), which says that flow still fails on Windows. Fix: keep isCI || isWindows on the three dev-server tests until a Windows run exists that shows them passing.
Why this was flagged
The trigger is a developer running bun bd test test/cli/create/create-jsx.test.ts on Windows, where isCI is false. On the base branch test.todoIf(isCI || isWindows) at :129, :196 and :262 made the three dev-server tests todo there. After the change they run: they spawn bun create ./index.jsx (:131), wait for a server URL, fetch the page and compare two snapshots (:144, :158). On CI the tests are still todo because isCI is true, so neither Windows lane ever executed them; the PR's stated rule that a skip is removed only when the test passed on both Windows lanes was not satisfiable for these. The same file keeps the "build" test at :164 as todoIf(isWindows), and that test begins with the identical bun create ./index.jsx and getServerUrl step (:166-173), which is the author's own evidence that the create flow is not known to work on Windows. Remedy: restore the Windows term on the three dev-server tests, or run them on a Windows lane before removing it.
Verification: normal — triggered when a developer runs this file locally on Windows (isCI false), where the three "dev server" tests now execute instead of being todo. isCI is process.env.CI !== undefined (test/harness.ts:42), so on every Buildkite lane these tests remain todo and were never executed. Fix is to restore isWindows on :129, :196, :262 as was done at :301.

🔴 Windows developers on a debug build now get a failing test the base skipped, and release Windows runs it as a timing race. Windows has no FIFO: the file mkfifo makes at test/js/web/workers/worker-late-completion.test.ts:386 is read at once, so no ticket is outstanding and the "ticket(s) still held off-thread" report the debug branch waits for at :427-434 never prints. Fix: skip or rework this test where a real FIFO cannot be created, as the neighbouring describe at :462 still does. Unlike the vacuous mkfifo sites, this one fails outright on debug builds.
Why this was flagged
A developer runs bun bd test test/js/web/workers/worker-late-completion.test.ts on Windows with a debug build. The diff removed describe.skipIf(isWindows) at :374. The child calls execFileSync("mkfifo", [fifo]) at :386; Windows has no FIFO file type, so MSYS mkfifo leaves an ordinary small file and the worker's readFile at :388 completes immediately instead of parking a pool thread. terminate() then finds no outstanding ticket: close_and_wait at src/jsc/VmHandle.rs:463 exits as soon as tickets == 0, and dump_outstanding (VmHandle.rs:489-507), the only writer of "ticket(s) still held off-thread", never runs. The debug branch at :427-434 pumps stderr until /taken at .*node_fs.rs:\d+/ matches, then expect(stderr).toContain("ticket(s) still held off-thread") at :434 fails. On release the child prints "terminating\n" and, milliseconds later, "exit code: 1\n"; if both land in the first read of :422-426, expect(stdout).toBe("terminating\n") at :440 fails. The base skipped the describe on Windows. Windows CI lanes are release only (.buildkite/ci.ts:315-316), so the builds the PR cites never ran the debug branch.
Verification: Triggers whenever this test runs on Windows, and deterministically fails on a Windows debug/ASAN build. The diff removes describe.skipIf(isWindows) at test/js/web/workers/worker-late-completion.test.ts:374. Windows has no FIFO file type, so no ticket is outstanding when terminate() runs; close_and_wait breaks out at src/jsc/VmHandle.rs:463-465 and expect(stderr).toContain("ticket(s) still held off-thread") (:434) fails every time.

🔴 Every Windows run of this file now allocates about 5.25 GiB of real disk in the temp directory and fails with ENOSPC when it is not free, where the base skipped the describe. test/js/workerd/html-rewriter.test.js:2714 calls fs.truncateSync on a plain NTFS file; NTFS reserves clusters for the extension, and the two it.concurrent cases at :2709 run at once. The premise at :2704-2706 (synchronous regular-file reads) also does not hold on Windows, so the RSS bound at :2733 is not testing read-ahead there. Fix: keep describe.skipIf(isWindows) at :2707, or mark the file sparse on Windows and assert the file is sparse before truncating.
Why this was flagged
The trigger is any Windows run of the file: CI lanes and developer machines, every run. test/js/workerd/html-rewriter.test.js:2712-2714 creates an empty in.html and truncates it to 256 MiB and to 5 GiB concurrently (:2709). On NTFS a file extended with SetEndOfFile is not sparse unless FSCTL_SET_SPARSE was set, so free space drops by the full size; nothing in the test sets the sparse attribute. On a runner or laptop whose temp volume has under about 5.25 GiB free, truncateSync throws and the test fails where the base branch reported a skip. Even when it fits, the test's own stated premise at :2704-2706 is POSIX-only (Bun reads regular files on Windows through the libuv thread pool), so the delta at :2733 is not evidence of no read-ahead on Windows; the Windows run pays the disk cost without checking the property. The dismissal relied on the author's build passing, which only shows the CI runner had the space on those days. Remedy: keep the Windows skip on this describe, or set the sparse flag on Windows and assert it before truncating.
Verification: Triggered on any Windows run of this file whose temp volume has less than about 5.25 GiB free. test/js/workerd/html-rewriter.test.js:2707 was describe.skipIf(isWindows) on the base. On Windows fs.truncateSync goes through src/sys/lib.rs:3998-4019, a bare NtSetInformationFile; no sparse attribute is set anywhere on this path, so the 5 GiB and 256 MiB files consume real disk and truncateSync throws (ENOSPC / STATUS_DISK_FULL).

🔴 On Windows the un-skipped TIFF test only passes because an earlier test leaves Bun.Image.backend at "bun"; run alone, filtered or reordered it fails. Under Windows' default "system" backend the input at test/js/bun/image/image.test.ts:1685 goes to WIC via src/runtime/image/codecs.rs:280, which reports the 8-byte header as ERR_IMAGE_DECODE_FAILED, not ERR_IMAGE_FORMAT_UNSUPPORTED. The test at :1643 sets the backend to "bun" just before, and only the afterAll at :1341 restores it. Fix: make the test independent of leaked state by setting Bun.Image.backend = "bun" inside it (then the macOS guard can go too), or restore the !isWindows guard, since WIC does decode TIFF there.
Why this was flagged
A developer on Windows runs bun test test/js/bun/image/image.test.ts -t "TIFF on Linux" (or the suite with --randomize, or after a test is inserted between :1642 and :1683). BACKEND defaults to System on Windows (src/runtime/image/codecs.rs:78-83), so decode() for Format::Tiff calls decode_via_system at codecs.rs:280. backend_wic.rs:83-110 creates a WIC decoder from the 8-byte buffer II*\x00\x08\x00\x00\x00; create_decoder_from_stream or get_frame fails and returns DecodeFailed, which Image.rs:622 maps to code ERR_IMAGE_DECODE_FAILED. The expectation at image.test.ts:1685 is code ERR_IMAGE_FORMAT_UNSUPPORTED, so the test fails. In the full file it passes only because Bun.Image.backend = "bun" at :1643 is still in effect (the describe restores the backend only in afterAll at :1341). The base branch never ran this test on Windows (if (!isMacOS && !isWindows)), so Windows had no failure. The describe-level afterAll looks like a safeguard but it runs after the whole describe, not between tests.
Verification: The diff changes if (!isMacOS && !isWindows) to if (!isMacOS) at test/js/bun/image/image.test.ts:1682, so the test at :1683-1686 now runs on Windows. backend_wic.rs:83-117 returns DecodeFailed, which Image.rs:622 maps to ERR_IMAGE_DECODE_FAILED. The test passes only because :1643 (Bun.Image.backend = "bun") runs just before it; the only restore is afterAll at :1341-1343.

🟡 (optional) Windows now runs tests whose premise cannot hold there, so they pass without exercising the code under test. Why this was flagged
The diff drops the Windows skip at each site; on Windows the test's precondition is false and every assertion holds trivially, so a regression in the guarded path stays green there. test/cli/test/bun-test.test.ts:2096: a 5000-byte argument is not "longer than MAX_PATH_BYTES" on Windows (32767*3+1 at src/bun_core/util.rs:697); the file's own comment at :2064-2067 says the overflow is unreachable there and the sibling tests at :2076 keep skipIf(isWindows). test/js/bun/resolve/resolve.test.ts:302 and :2013, test/js/bun/shell/commands/which.test.ts:58: 5000/4096/1024-byte paths against the same buffer. test/cli/run/run-shell.test.ts:42: use_system_shell is !cfg!(windows) (src/options_types/context.rs:397), so node_modules/.bin/bash is never consulted. The base skipped all of these on Windows; the PR says tests that check nothing on Windows were meant to stay skipped.
Verification: nit. Triggering condition: the test now runs on the Windows CI lanes, where its stated premise ("longer than MAX_PATH_BYTES") is false. src/bun_core/util.rs:695-697 sets MAX_PATH_BYTES to 32767 * 3 + 1 (= 98302) on Windows, so the 5000-byte argument built at test/cli/test/bun-test.test.ts:2098 fits the PathBuffer there.

🟡 (optional) Windows developers who run this file with bun test outside the CI runner now get process.env is not an object from the "process" test, which the base branch did not check on win32. test/js/node/process/process.test.js:46-48 now requires process.env.USER to be a non-empty string on every platform, but Windows sets USERNAME, not USER; CI only passes because scripts/runner.node.ts:1976 injects USER: username into the environment of every spawned test. Fix: on win32 check USERNAME (or process.env.USER ?? process.env.USERNAME) instead of unconditionally requiring USER, so the assertion holds on a stock Windows shell as well as under the runner.
Why this was flagged
A developer opens PowerShell or cmd on Windows, where no USER environment variable exists, and runs bun test test/js/node/process/process.test.js. Line 46 evaluates typeof process.env.USER, gets "undefined", and throws Error("process.env is not an object"), failing the "process" test with a message that misdescribes the problem. On the base branch these two checks were guarded by process.platform !== "win32" and did not run there. The PR's Windows CI runs passed only because scripts/runner.node.ts:1963-1977 sets USER: username (and USERNAME on Windows) when it spawns each test file, so the runner masks the dependency.
Verification: Triggers whenever this file is run on Windows outside scripts/runner.node.ts. test/js/node/process/process.test.js:46-48 now checks process.env.USER with the process.platform !== "win32" guard removed. Windows does not set USER by default (it sets USERNAME). Windows CI passes only because scripts/runner.node.ts:1976-1977 injects USER: username into every spawned test's env.

🟡 (optional) Developers on a non-English Windows install now get a failing run.shell = "system" "command not found" test that the base skipped there. Removing the early return at test/cli/install/bun-run-bunfig.test.ts:58 makes the test assert the cmd.exe text "is not recognized as an internal or external command" at :60, but that message comes from cmd.exe and is localized. Fix: on Windows assert only the script name and the failed exit (or Bun's own error line), or keep the system-shell case skipped there, while still checking "command not found" from the bun shell.
Why this was flagged
The diff deletes if (isWindows && shellStr === "system") return; at test/cli/install/bun-run-bunfig.test.ts:58, so the describe for run.shell = "system" now runs on Windows. With that bunfig, use_system_shell is true and run_package_script_foreground spawns the shell returned by find_shell_impl, hardcoded to C:\Windows\System32\cmd.exe at src/runtime/cli/run_command.rs:176, with /c (:421-425). The "command not found" test at :99-132 then expects stderr to contain the literal at :60, "is not recognized as an internal or external command". That string is produced by cmd.exe in the system UI language; on a German, French, Japanese or other non-English Windows the text differs (e.g. "ist entweder falsch geschrieben oder konnte nicht gefunden werden"), so expect(err).toContain(command_not_found) at :129 fails. The CI lanes are English and pass, which is why the author did not see it. On the base branch the early return skipped this case on Windows, so a developer running the file there got a pass.
Verification: nit — triggers on a Windows machine whose system locale is not English. The diff deletes the early return (base test/cli/install/bun-run-bunfig.test.ts:58), so the run.shell = "system" describe now runs on Windows and asserts at :129 the literal "is not recognized as an internal or external command" at :60, which is cmd.exe's own localized message, so the toContain fails there while the base skipped the case.

🟡 (optional) Windows developers without Developer Mode or elevation now get EPERM symlink failures from tests the base branch skipped there. The PR description calls this a thing to know; it holds for every un-skipped site that calls symlink or symlinkSync with no capability check and no "junction" type. Fix: probe symlink support once in the harness (try one symlink in a temp dir, export e.g. canSymlink) and skipIf(!canSymlink) at these sites, which keeps them running on CI and covers the 8 sites listed. Same pattern at 8 sites (bun-link.test.ts:1029, bake.test.ts:473, bun-patch.test.ts:1074, bun-workspaces.test.ts:4323, lint/git.test.ts:293, fs/fs.test.ts:7661, wasm/wasi.test.js:122, bun-build-api.test.ts:1085).
Why this was flagged
A developer runs bun bd test test/cli/install/bun-link.test.ts on Windows without Developer Mode or an elevated shell. test/cli/install/bun-link.test.ts:1029 now calls symlink() unconditionally; the base branch guarded it with if (!isWindows). CreateSymbolicLinkW needs SeCreateSymbolicLinkPrivilege there, so node:fs symlink rejects with EPERM "operation not permitted, symlink" and the test fails before its assertions. The same unconditional symlink creation was un-skipped at test/cli/bake/bake.test.ts:473, test/cli/install/bun-patch.test.ts:1074, test/cli/install/bun-workspaces.test.ts:4323, test/cli/lint/git.test.ts:293, test/js/node/fs/fs.test.ts:7661, test/js/bun/wasm/wasi.test.js:122 and test/bundler/bun-build-api.test.ts:1085. CI has the privilege, so the PR's build evidence does not cover this population. test/harness.ts has no symlink capability helper, and test/cli/bake/bake.test.ts:1065 shows the repo's existing way around it (symlinkSync with "junction"), which these sites do not use.
Verification: Triggering condition: a developer runs this file on Windows without Developer Mode or an elevated shell. Mechanism verified: test/cli/install/bun-link.test.ts:1029 changed from if (!isWindows) await symlink(...) to an unconditional await symlink(...) with no "junction" type; CreateSymbolicLinkW needs SeCreateSymbolicLinkPrivilege or Developer Mode and otherwise fails with EPERM.

What does this PR do?
Removes 288 of the 991 Windows skips in the test suite, so those tests now run on Windows. Many of these skips had reasons that nobody had checked in a long time. Only test files change.
A skip is removed only if both of these hold:
Only the Windows term goes, so
skipIf(isWindows || isRoot)becomesskipIf(isRoot). The same applies totodoIf,if, early returns andif (!isWindows)guards inside tests. The guard that Bun added to the vendoredtest-process-exit-code.jsandtest-cluster-inspect-brk.jsalso goes. 32 comments that explained a removed skip are removed or rewritten. What stays skipped, out of the 987 skips that existed when this started:
!isASANor a fault injector that is not available there.Things to know when reviewing:
sh,mkfifoorheadonPATH. CI has them. A Windows machine without them fails these tests.
