…ores PRIORITY frames, frames of an unknown type, and ALTSVC or ORIGIN frames sent to a server were accepted without limit. nghttp2 1.69.0 (node v26.3.0) charges each of them to a per-session token bucket of 10,000 tokens that gets 330 back per second, and ends the session with GOAWAY(ENHANCE_YOUR_CALM) when it is empty. node reports that as ERR_HTTP2_ERROR "Protocol error".

I reviewed this PR and didn't find any bugs. It changes the h2 engine's DoS posture and the description asks for a maintainer yes/no plus coordination with #36230's identical RateLimit struct, so a human sign-off is still warranted.
What was reviewed:
RateLimit::drainarithmetic — whole-second refill vialast_refill += Duration::from_secs(elapsed), all ops saturating/capped atburst, matchesnghttp2_ratelim_update.note_glitchreturn value threads correctly throughdispatch()'s "true = fatally closing" contract; ALTSVC server branch moved above the length parse so a malformed one still charges.- Tests:
port: 0, try/finally cleanup, error code + message asserted exactly; theBun.sleep(1100)carries the required "no observable signal" comment. Note the30_000per-test timeouts conflict withtest/CLAUDE.md("Do not set a timeout on tests").
Extended reasoning...
Overview
The PR adds nghttp2's per-session "glitch" token bucket (10,000 burst, 330/s) to src/runtime/api/bun/h2/connection.rs and charges it for PRIORITY, unknown frame types, server-received ALTSVC, and ORIGIN on a server or non-zero stream — the exact set nghttp2 charges. Five conformance tests are appended to test/js/node/http2/h2-conformance.test.ts covering server floods (three kinds), a client flood, and a 1.1 s refill check.
Security risks
This is a DoS-hardening change: it narrows the attack surface by terminating sessions that flood ignored frames, matching Node's default. The risk to weigh is false positives against legitimate peers; the PR argues the limit is Node's own, so any peer that works against Node works here. There is no new parsing of untrusted bytes — the frames were already length-validated by wire::validate_header before reaching the new code. RateLimit uses saturating_* and try_from().unwrap_or(u32::MAX) so peer-driven arithmetic cannot panic or wrap.
Level of scrutiny
Medium-high. The Rust change is small and mechanical, but it alters connection-termination behavior in a protocol engine shared by http2.createServer() and http2.connect(), and the author explicitly opens with "This needs a maintainer's yes or no first." It also intentionally duplicates a struct that #36230 introduces, with a stated plan that whichever lands second deletes its copy — a maintainer should confirm that ordering. .claude/docs/landing-prs.md (Node/Web compat) applies: nghttp2 source lines are cited for every constant and the JS-visible error (ERR_HTTP2_ERROR / "Protocol error") is asserted exactly.
Other factors
No CODEOWNERS entry covers the changed paths. The bug hunt ran to dry_streak with no findings. One convention miss worth a maintainer's eye: all new tests pass a 30_000 per-test timeout, which test/CLAUDE.md marks CRITICAL-do-not; and the refill test is acknowledged to also pass on main (it guards the refill, not the limit itself). The Bun.sleep(1100) is the one case where wall-clock passage is the property under test, and it carries the comment REVIEW.md requires for a >50 ms sleep.

A note for the rebase of this PR. #43475 adds Measured on node v26.3.0 with a raw client: after This PR has no |
This needs a maintainer's yes or no first: nothing breaks on main without it. It is the "PRIORITY / unknown frame flood" row of the node:http2 limits that node enforces by default and Bun does not.
Problem
node:http2charges nothing for frames it ignores: PRIORITY, unknown types, and ALTSVC or ORIGIN sent to a server.Connection::dispatch(src/runtime/api/bun/h2/connection.rs) returnsfalsefor them, so 1,000,000 are accepted, in both roles. The cost is CPU only: memory stays flat and nothing is written back.GOAWAY(ENHANCE_YOUR_CALM)andERR_HTTP2_ERROR"Protocol error".Fix
GOAWAY(ENHANCE_YOUR_CALM)and the session errors like node's.RateLimitis nghttp2'snghttp2_ratelim: whole elapsed seconds times the rate, capped at the burst. It is the same struct node:http2: rate-limit stream resets per connection (CVE-2023-44487 rapid reset, CVE-2025-8671 MadeYouReset) #36230 adds for stream resets. Whichever lands second drops its copy.test/js/node/http2/h2-conformance.test.ts(6 new tests, 5 fail on main),test/js/node/http2/, and the 261test-http2-*node tests. Background
Connectionis the inbound h2 engine behindhttp2.createServer()andhttp2.connect().NGHTTP2_ERR_PROTO. That is why the JS error says "Protocol error" while the wire says ENHANCE_YOUR_CALM.Notes
What node does (v26.3.0, nghttp2 1.69.0,

maxSessionInvalidFrames(1,000). Unchanged.Where this differs from node. The GOAWAY carries debug data
too many ignored frames. nghttp2 sends none. Every other GOAWAY this engine sends carries a reason.False positives. The limit is node's, so a peer that works against node works here. Firefox sends a few PRIORITY frames per connection and per reprioritization. Chrome sends one frame of a reserved type per connection. A peer has to sustain more than 330 such frames per second after a burst of 10,000 to trip it.

floods of ignored frames: 10,000 frames plus a PING are always tolerated because the bucket starts full. 10,000 more trip it unless they take 30 s to arrive. The ALTSVC+ORIGIN, PRIORITY+unknown and the two client ORIGIN cases interleave two kinds, so the test fails if only one kind is charged. The refill test empties the bucket, waits 1.1 s and sends 300 more. It passes on main, where there is no bucket, and fails if the refill is removed.Scope.
