…h preserveTimestamps The cp walkers passed stat.atime / stat.mtime (Dates, whole milliseconds) to utimes, so a copy with preserveTimestamps dropped the sub-millisecond part of the source times. Stat with bigint and pass tv_sec + tv_nsec / 1e9 seconds, the value node's native cpSync passes. A pre-epoch time still goes through a Date because utimes maps a negative number to now.

LGTM — small, well-scoped precision fix with the shared helper reused across both sync/async twins.
What was reviewed:
utimesTimearithmetic:Number(ns / 1e9n) + Number(ns % 1e9n) / 1e9is the correct seconds+fraction split; the negative branch's BigInt/truncates toward zero, which is fine since the Date path is millisecond-only anyway.- Checked that the pre-epoch fallback is needed (utimes treats negative numeric seconds as "now") and that
0ncorrectly returns0, not a Date. - Tests land in the existing
cp.test.tsinside theimplsloop (covers cpSync and promises.cp), usetempDir/await using, and the Windows skip carries a reason;join(basename, …)matches the file's existing pattern.
Extended reasoning...
Overview
This PR fixes fs.cp / fs.cpSync / fs.promises.cp with preserveTimestamps: true so sub-millisecond mtime/atime precision survives the copy. setDestTimestamps in both src/js/internal/fs/cp-sync.ts and src/js/internal/fs/cp.ts now stats with { bigint: true } and passes utimes a fractional-seconds Number built as tv_sec + tv_nsec/1e9 (matching Node's native CopyUtimes, cited at node_file.cc#L3607-L3608), falling back to a Date for pre-epoch times because utimes maps a negative number to "now". The helper and its BigInt constants live once in cp-sync.ts and are exported/imported into cp.ts. Two tests are added inside the existing impls loop in test/js/node/fs/cp.test.ts.
Security risks
None. This is a timestamp-precision change in the JS cp walker; no new user-controlled input parsing, no path handling changes, no auth/crypto/permissions surface. The only new inputs are atimeNs/mtimeNs BigInts from Bun's own stat.
Level of scrutiny
Low-to-moderate. ~15 lines of source across two internal builtin files plus two focused tests. The change follows the repo's stated review conventions closely: sync/async twins fixed together via one shared helper (REVIEW.md "fix the whole class"), the magic-number construction cites a pinned upstream Node source line, tests go in the existing module test file with tempDir + await using, and the Windows skip is narrow with a comment. No CODEOWNERS entries cover the touched paths.
Other factors
The bug hunt ran to a dry streak with no findings and no ruled-out candidates. I checked the arithmetic edge cases: 0n → 0 (epoch, correct), positive path uses BigInt % so the fractional part is always in [0, 1e9), and the negative path's truncation-toward-zero is acceptable since the Date fallback is millisecond-precision by design and documented as such. The ±999 ns tolerance in the test is well below the ~778 µs error the unfixed build produces, so the test would fail on the old code as required. No prior reviews or outstanding objections on the timeline.

The walkers behind fs.cp, fs.cpSync and fs.promises.cp read the times of the source with stat and pass them to utimes. utimes takes a Date or a number of seconds. A Date holds whole milliseconds, and a double of today's seconds moves in steps of 238 ns. So a copy did not get the time of its source, and a "copy if newer" loop copied the same files again on every pass. One internal native step now does stat(src), utimens(dest) and the last chmod(dest) for each file. The times stay integers from the stat result to the kernel. On Windows bun_sys::utimens writes whole 100 ns ticks and no longer passes doubles to uv_fs_utime. The walkers create the two host functions on the first copy with preserveTimestamps.

Call locally narrowed native bindings. The type check reports TS2722 at both calls. The ??= initialization does not make either mutable binding callable under the current type check.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
The Windows wrap in timespec_parts breaks the timestamps for pre-1970 sources.
timespec_parts casts sec through i32 and u32 on Windows. A negative sec therefore becomes a value near the year 2096. copy_times_and_mode passes that wrapped value to utimens, so on Windows the destination gets a time 136 years after the source time. The tests skip pre-1970 sources on Windows, so they do not catch this. On Windows, a source dated before 1970 therefore gets a corrupted copy.
Use the raw stat times here. Do not use the Node display wrap.

| let binding = unsafe { &*vm.node_fs().cast::<Binding>() }; |
There was a problem hiding this comment.
🟡 nit (optional): maintainers get a &Binding that actually points at a NodeFS, with a SAFETY comment that misdescribes it. src/runtime/node/node_fs_binding.rs:478 casts vm.node_fs() to Binding, but that pointer is the boxed NodeFS from src/runtime/jsc_hooks.rs:1321. It only works because AsyncFSTask::create ignores its _binding argument (src/runtime/node/node_fs.rs:1436). Fix: do not fabricate the reference; either fetch the real binding object (require("internal/fs/binding") via Binding::from_js) or drop the unused parameter from create, and make the SAFETY comment state what the pointer really is.
Why this was flagged
The promise arm copy_times_and_mode at src/runtime/node/node_fs_binding.rs:467 runs for every fs.promises.cp / fs.cp with preserveTimestamps. At line 478 it does unsafe { &*vm.node_fs().cast::<Binding>() }. VirtualMachine::node_fs (src/jsc/VirtualMachine.rs:4707) returns the pointer created by create_node_fs in src/runtime/jsc_hooks.rs:1321, which boxes a NodeFS, not a Binding (Binding { node_fs: JsCell<NodeFS> }, node_fs_binding.rs:173). The SAFETY comment calls it the 'per-VM NodeFS binding', which is not what it is. Today nothing reads it: AsyncFSTask::create names the parameter _binding (src/runtime/node/node_fs.rs:1436), so there is no user-visible failure on this change. It is a type-confused reference in unsafe code with an inaccurate SAFETY comment; the first future reader of that parameter (the other create at node_fs.rs:670 does take binding: &Binding and is used by the UV-request path) would read a NodeFS as a Binding. The base branch has no such cast.
Verification: nit. Triggered on every fs.promises.cp / fs.cp with preserveTimestamps. src/runtime/node/node_fs_binding.rs:478 casts vm.node_fs() to Binding, but that pointer is produced by create_node_fs in src/runtime/jsc_hooks.rs:1321-1325 as a NodeFS, not a Binding. Nothing breaks at runtime: AsyncFSTask::create never reads _binding (src/runtime/node/node_fs.rs:1434-1459).
