When GRUB_TERMINAL is set to "serial console" in Azure, the grub command line prints double characters, making it very difficult to use. Removing the option and setting input to "console" and output to "serial" resolves the issue. WIP: https://bugzilla.redhat.com/show_bug.cgi?id=2364963 Awaiting Jira issue and confirmation.
