This commit adds the --bootc-installer-payload-ref commandline
switch so that the new bootc-installer image type can be
used.

With that one can build an installer based on a container as generated in e.g. osbuild/images#1906

This commit adds a test that validates that the bootc-installer
image type manifest is generated and the options are passed
correctly. Only light validation is performed as this is really
the job of the images library. But we need to double check
that we pass the right options.

This commit adds support for the new `bootc-installer` image
type that will take a bootc container and create an ISO out
of it. It also adds a new `--installer-payload-ref` option
so that the user can specify a different payload container
to install.
