Add missing base_images to OKD SCOS payload agent jobs

Summary

• Adds the missing base_images block to the OKD SCOS payload agent job definitions
• This was missed in Add claude-payload-agent to OKD SCOS nightlies #80392 which added the OKD SCOS payload agent jobs but omitted the claude-ai-helpers base image declaration from the UNRESOLVED_CONFIG
• Without this, ci-operator cannot resolve the claude-ai-helpers container image and the jobs fail immediately on startup

What changed

Added base_images to UNRESOLVED_CONFIG in both OKD SCOS payload agent Prow jobs:

• periodic-ci-openshift-release-main-claude-payload-agent-okd-scos
• periodic-ci-openshift-release-main-claude-payload-agent-okd-scos-no-slack

This matches the existing OCP payload agent jobs which already have this block.
