e2e-upi template: gcp update 02_lb_int.py workflow

This is a followup PR for #7571. It adds changes to the GCP workflow based on changes in openshift/installer#3270 since the first PR landed.

Looks like we have all of the peer review changes incorporated from openshift/installer#3270.
The e2e-gcp-upi test was successful. All changes are inside =="gcp" blocks so should not affect other platforms.
