This change is enforcing the provider type to
externalwhen running e2e workflow on presubmit jobs in theoriginrepository to test the following change: openshift/origin#29623 . (currently all presubmit jobs for platform type External are failing in certain repositories)This is required if we want to skip tests only in platform type external, such as openshift/kubernetes#2247
