Reduce packet quota to 30

Since the Edge team moved their instances on a separate Equinix project and are using their own quota (packet-edge), we can reduce the quota for the Metal team profile (packet)

@andfasano Yes, we finished our migration. But notice the Grafana dashboard - it seems that packet cluster profile still exceeds 30 leases.

@YuviGold looks like there are still some assisted* jobs floating around using the packet profile, ie like in the CBO repo or assisted-test-infra one (or sno as in the installer)

@andfasano Unfortunately I think this PR just touches too many files and too many teams to get merged. I'm looking into splitting into it now.
