Bumps the build_root image reference for openshift/router, openshift/coredns, openshift/cluster-ingress-operator, and openfhist/cluster-dns-operator. *-master.yaml, *-4.8.yaml, *-4.9-yaml: Bump build_root to rhel-8-release-golang-1.16-openshift-4.8. Note that all build_root image references modified in this commit were previously rhel-8-release-golang-1.15-openshift-4.6.
