node: create CNI dir

In 4.2 CRI-O gets stuck on starting SDN container if this folder doesn't
exist on the node.

👋 @vrutkovs - shouldn't the rpm create the dir structure it needs ? i was under the impression it does it, maybe it depends on who and how it built the rpm

It should, but apparently newer CRI-O can't mount this dir. We're waiting for a new CRIO rpm to confirm that this workaround is needed. Later on it would be included in the RPM
