Update OWNERS files

Summary

This PR updates the OWNERS files to reflect current team composition:

• Remove former team members from reviewers and approvers:

  • deads2k
  • tkashem
  • dgrisonnet

• Create test/OWNERS file to establish clear ownership for test-related changes

Changes

• Updated root OWNERS file
• Created test/OWNERS file with updated ownership structure

• OWNERS files follow standard YAML format
• No functional changes to code or tests
