Recent CI builds have been failing with [1]: No package epel-release available. despite the slightly earlier builds succeeding [2]. I'm dropping them in this commit to see how that plays in CI, although I'm not sure what caused the recent change of behavior. Looks better, UPI now failing on awscli. You can remove it, I guess it was never installed. There's an internal thread about this, but yum does something ridiculous if any of the packages install successfully, but not all. It appears we're now setting vs. |

I pulled the fixes into #2206, if that's ok. It looks like the images are building now. /close |
