the image-eco failure stems from a timing flake we sorted out with the apiserver/workload folks recently

pods "test-pod-6f7a3349-5cb4-4ccb-ba38-7744858251be" is forbidden: unable to validate against any security context constraint: []

There is a fix in 4.5 and the 4.4 backport is in POST: https://bugzilla.redhat.com/show_bug.cgi?id=1829327

the associated PRs are openshift/cluster-policy-controller#25 and openshift/openshift-apiserver#100

there is a decent chance we might get another clean run to get this merged before those merge but if we get unlucky with this timing bug we might need those to merge first
