Bug 1769691: Set Version on Operator status even if Removed.#409

This patch uses the environment variable RELEASE_VERSION to set Operator version if ManagementState is not "Managed". This is introduced now as we may, in some situations, bootstrap the Image Registry Operator with Removed ManagementState.

note: the backport in this chain all referenced a common bug. there needed to be a distinct bug for 4.2 versus 4.1. i had cloned a version for 4.2 and set its dependency on the 4.3. and this 4.1 is now dependent on 4.2 |
