I think this is an improvement. I don't like the "bundle" name though, I find it confusing and I'm not sure what it refers to.
Maybe chain? chain::new_frontier_test() reads ok (but chain::new_eip210_test_machine() does not read so good...). We could also export them from the root of spec and use the functions directly, as their names are very self-explanatory.
