Add localintegration to the make ci

make ci is what is run by Jenkins.

I think this is a dup of #783, which also enables integration for all make test (and make localtest) runs. I'd prefer we merge #783 since it does both.

I had missed that PR.

However, it doesn't update make ci which is what jenkins use and what this PR adds.

If #783 is updated to have ci call on localintegration I don't mind closing this.

EDIT: my bad, didn't pay attention to the change to localtest. Closing this :)
