Thanks @Octachron, this is awesome! About the markdown linter: I'm not sure we want to keep that workflow. Maybe we want to change the configuration to be less strict / annoying. |

I don't think this needs another review (and we can amend it later). However, there is small timing issue. Ideally, we want to have the update online once the compiler packages are available in opam. Currently, the opam packages have not been merged: ocaml/opam-repository#28683 . |

The opam packages have been merged, so this part is ready. The companion PR on ocaml-web/html-compiler-manuals#11 is also ready. |

In preparation of the release for OCaml 5.4.0 this week (maybe tomorrow) this PR adds a draft for release page and the changelog entry for OCaml 5.4.0.
I have also edited the 5.3.0 release page to pass the (new?) markdown linter.
I will switch the PR to the non-draft mode once the release is in process.
