build: fix build when python path contains spaces #4841

Fixes #4840
This allows Python to be installed in a path with spaces, like C:\Program Files.

LGTM. I wonder if there are other places here we should escape while we're at it - what about SHARED_INTERMEDIATE_DIR do we know that's always in a place without spaces?

@felixfbecker Looks like this works only on Windows, all other platforms fail with:

/bin/sh: "/usr/bin/python": No such file or directory

@silverwind So what should be done instead? Why does bourne not accept quoted commands?

Not really familiar with gyp either, but can you reduce it to just 'python' and I'll run it through the CI? It seems to build fine with my spaced path here.

I dont know what that means, only one of the windows tests failed.

Worked on my machine. But I don't even understand what java has to do with Node.

@felixfbecker doesn't seem related, I guess it's just Jenkins being Jenkins. For completeness sake, I think we can remove the python variable which is passed to gyp, if you could be so kind.

I'd definitely would like someone from @nodejs/build to sign this off too.

Yeah, most likely not related. I've seen the Java errors on other Windows builds, and CentOS boxes tend to fail with unspecified error 2 sometimes it seems. The ARM issue is likely a flaky test. Let's see one more run:

LGTM as-is; it just needs to be quoted.

@jbergstroem not sure about quotes. we had it quoted like '"python"' and all builds except Windows failed with /bin/sh: "/usr/bin/python": No such file or directory. See this run.

@silverwind sorry; fell out of mind. LGTM still stands, my comment was just confusing. Depending on how you pass to your shell you need to make paths quoted; in this case the merged solution should be fine.

In December we announced that we would be doing a minor release in order to
get a number of voted on SEMVER-MINOR changes into LTS. Our ability to release this
was delayed due to the unforeseen security release v4.3. We are quickly bumping to
