tools: fix custom eslint rule errors #18853

This fixes a few rules by making sure the input is actually ready
to be checked. Otherwise those can throw TypeErrors or result in
faulty error messages.

Checklist
  • make -j4 test (UNIX), or vcbuild test (Windows) passes

  • documentation is changed or added
  • commit message follows commit guidelines
